Osmanlı seferlerine esnaf kesiminin katkısı ve XVIII. yüzyılın ilk yarısında Konya esnafından örnekler

Osmanlı ordusunun sefere çıkması çok büyük hazırlıklarıkapsayan bir organizasyondu. On binleri hatta yüzbinleri bulanmevcuduyla Osmanlı ordusu, uzun süreli seferlerde yaşamlarınısürdürebilmek için birçok hizmete ihtiyaç duymaktaydı. Bu ihtiyaçlarıngiderilebilmesi için çeşitli görevliler seferde hazır bulunurdu. Bunlarınen önemlisi de orducu esnafı adı verilen gruplardı. Bu esnaf grubununseçilmesi ve sefere katılması oldukça titiz bir çalışma sonrasıgerçekleşmekteydi. Hemen her esnaf kolundan seçilen ve kaydageçirilen orducular seferde orduyla birlikte hareket ederek gündelikyaşamın devamını sağlardı. Bu hizmeti belirli bölgelerdeki esnaf fiiliolarak yerine getirirken, başka yerlerdeki esnaf nakdi yani bedeliniödemek suretiyle de icra ediyordu. İkinci gruba giren yerlerden biri deKonya şehriydi. Konya şehrinde de devletin birçok şehrinde olduğu gibiordubazar akçesi adı altında esnaftan toplanan paralar, seferlerinlojistik desteği için kullanılmaktaydı. Bu işlemler sırasında bazısıkıntılar ve anlaşmazlıklar da çıkmış ve bunlar mahkemeye intikaletmiştir. Resmi görevliler tarafından kayıt altına alınarak düzenlişekilde uygulanması sağlanan bu sistemin, Konya’daki uygulanışındayerel esnaf teşkilatının da önemli bir rolü bulunmaktaydı. Bu çalışmadaöncelikle sefer organizasyonlarında görev alan orducu esnafı hakkındagenel bilgi verilecek, sonrasında ise bu hizmeti bedelini ödemeksuretiyle gerçekleştiren Konya esnafından, XVIII. yüzyılın ilk yarısına aitörnekler verilecektir. Konya şer’iyye sicillerindeki kayıtlardan verilecekbu örneklerle sistemin buradaki işleyişine ışık tutulmaya çalışılacaktır.Ayrıca imdâd-ı seferiyye kayıtlarından da esnafın payına düşenler ortaya konulacaktır. Böylece Konya esnafının, Osmanlı ordusununseferlerine verdiği destek anlatılmaya çalışılacaktır.

The Ottoman army's going on a expedition was an organizationthat covered very large preparations. With the presence of tens ofthousands or even hundreds of thousands, the Ottoman army needed alot of services in order to survive in long term campaigns. Severalofficials were used to attend to address these needs. The mostimportant of these were the tradesmen who were called “orducu”. Theelection of this craftsman group and participation in the expedition wasmade after a very meticulous work. “Orducu”s who were selected fromevery tradesman branch at once and registered, kept the continuationof the daily life by acting together with the army. While tradesmen incertain regions were fulfilling this service practically with the army,some tradesmen in other places performing it by paying a fee. One ofthe places in the second group was the city of Konya. In Konya city, aswell as being in many cities of the country, the money collected in thename of the “ordubazar akçesi” was used for the logistical support ofthe military expeditions. Some troubles and disputes have also arisenduring these proceedings and they have been brought to court. Thelocal trades organization also played an important role in theimplementation of this system, which was enrolled and carried out in aregular way by the officers. In this study, firstly general information willbe given about the tradesman who took part in these expeditionorganizations. Afterwards, examples will be given from the Konyatradesmen in the first half of the century who performed this service bypaying the fee. With the examples which will be given from the “Cadiregistries” of Konya, it will be tried to shed light on the operation of thesystem. Also, with the records of the “imdad-ı seferiye” the amountswhich put to the tradesmen’s share will be exposed. Thus, the supportwhich the Ottoman tradesmen had given to the expeditions of theOttoman army will be tried to explained.
