Türkiye'de işsizlikle mücadele politikalarında umem (Beceri'10): Konya, Ankara, Kayseri, Karaman, Aksaray, Denizli örneği

Ekonomik ve sosyal sonuçları geniş boyutlu olan işsizlikle mücadele etmek hem ülke için hem işsiz kişi için önemli ve gereklidir. Türkiye'de işsizliği azaltmak, sonuçlarını en aza indirmek için çeşitli programlar uygulanmaktadır. Bu programlardan bir tanesi de Uzmanlaşmış Meslek Edindirme Merkezleri Beceri'10 projesidir. Bu tezin amacı, Türkiye'de işsizlikle mücadelede Uzmanlaşmış Meslek Edindirme Merkezleri (UMEM) Beceri'10 projesini açıklamak ve belirlenen illerdeki faaliyetleri ile projeyi değerlendirmektir. Tez de 2010 ile 2015 yıllarını kapsayan dönemde projenin Konya, Ankara, Denizli, Kayseri, Karaman, Aksaray illerindeki meslek alanları, kursiyer sayıları, istihdam oranları gibi çeşitli faaliyetleri incelenmekte ve projenin başarısı değerlendirilmeye çalışılmaktadır. Elde olunan veriler projenin her ilde ilin sanayisine göre faaliyetleri farklı olduğunu göstermektedir. Her ilde başarı düzeyleri değişmekle birlikte genel olarak UMEM Beceri'10 projesinin hedefine ulaştığı görülmektedir.

Struggling with unemployment, which has broad economic and social consequences, is both important and necessary for both the country and the unemployed individual. In order to reduce unemployment in Turkey and minimize its consequences, various programs are implemented. One of these programs is the Specialized Vocational Centers Skill'10 project. The aim of this thesis, is to explain the Specialized Vocational Training Centers (UMEM) Beceri'10 project related with the struggle against unemployment in Turkey and evaluate the project with activities in designated provinces. In the thesis various activities such as occupation areas, number of trainees, employment rates in Konya, Ankara, Denizli, Kayseri, Karaman and Aksaray provinces in the period from 2010 to 2015 are examined and it is tried to evaluate the success of the project. The data obtained demonstrate that the activities of the project are different according to the dominant industry of each province. It seems that although the success level of each province is different, it seems UMEM Skill'10 project has reached its goals in general.
