Yerel Siyasal Elitler ve Büyükşehir Belediye Meclisleri: Konya Örneği

Yerel yönetimler halka en yakın birimlerdir. Yerel yönetimler, yerel demokrasinin en önemli aktörlerinden birisidir. Yerel demokrasinin yerleşik hale gelmesinde yerel siyaset ve yerel siyasal elitler önem arz etmektedir. Yerel siyasetin şekillenmesinde, şehirlerin sosyo demografik yapısı ve yerel siyasal elitlerin etkisi bulunmaktadır. Konya Büyükşehir Belediyesi örneği üzerinden hareketle, yerel siyaset ve yerel siyasal elit konusunun irdelenmesinin amaçlandığı çalışma kapsamında; elit kavramı ve elit teorileri ele alınmakta, siyasal elit kavramı irdelenmektedir. Çalışmada daha sonra, tarihsel süreçte Türkiye ve Konya’da siyasal elitler ve yerel siyaset sürecine etkisi değerlendirilmektedir. Türkiye’de yerel yönetimler ile büyükşehir belediyelerinin tarihsel süreçte serencamı incelenmektedir. Çalışmada son olarak, Konya Büyükşehir Belediyesi meclis üyelerinin elit teorileri çerçevesinde ele alınmaktadır. Nitel araştırma yöntemlerinden görüşme tekniğinden yararlanılarak hazırlanan çalışmada konu ile ilgili birincil ve ikincil kaynaklardan faydalanılmıştır.

Local governments are the closest units to the people. Local governments are one of the most important actors of local democracy. Local politics and local political elites are important in the establishment of local democracy. The socio-demographic structure of the cities and the local political elites have an impact on the shaping of local politics. Based on the example of Konya Metropolitan Municipality, within the scope of the study, which aims to examine the local politics and local political elite; The concept of elite and elite theories are discussed, and the concept of political elite is examined. Later in the study, the political elites in Turkey and Konya in the historical process and their impact on the local politics process are evaluated. The historical process of local governments and metropolitan municipalities in Turkey is examined. Finally, in the study, it is discussed within the framework of elite theories of Konya Metropolitan Municipality council members. In the study, which was prepared by using the interview technique, one of the qualitative research methods, primary and secondary sources related to the subject were used.
