Türk devlet geleneğn İslam syaset anlayışıyla brleştren Bâbürlüler, dar teşklâtlanma, askerî yapı, adalet sstem ve mal teşklât alanlarında gelştrdkler kurumsal düzen sayesnde genş ve çok unsurlu br coğrafyayı merkezî otorte altında yönetmey başarmıştır. Bu çalışmanın temel amacı, Bâbür Devlet’nn teşklât yapısını bütüncül br yaklaşımla nceleyerek Türk devlet geleneğ çersndek yern ortaya koymak ve devletn dar, askerî, hukuk ve mal kurumlarını tarhsel kaynaklar ışığında değerlendrmektr. Bu tezde ntel araştırma yöntem ve doküman analz teknğ kullanılmıştır. Araştırma kapsamında klask ve modern tarh yazımına at brncl ve kncl kaynaklar ncelenmş, elde edlen verler karşılaştırmalı br yaklaşımla analz edlmştr. Çalışma dört temel bölümden oluşmaktadır. Grş kısmında Hndstan’dak Türk varlığının tarhsel arka planı ve bu alana lşkn tarh yazımı değerlendrlmştr. Brnc bölümde devletn merkez, saray ve taşra teşklâtı ncelenerek dar şleyşn temel unsurları analz edlmştr. İknc bölümde mparatorluğun syas gücünün temel dayanağını oluşturan askerî teşklât, ordunun yapısı, savaş stratejler ve mansabdârlık sstem çerçevesnde ele alınmıştır. Üçüncü bölümde Bâbürlü adalet mekanzması ve hukuk anlayışı değerlendrlmş, son bölümde se devletn ekonomk yapısını meydana getren malye teşklâtı kapsamlı bçmde ncelenmştr. Araştırma sonucunda Bâbürlü Devlet’nn teşklât yapısının, Türk devlet teşklât geleneğnn temel esaslarıyla büyük ölçüde örtüştüğü tespt edlmştr. Devlet yönetm, merkez ve taşra teşklâtı, askerî organzasyon, adalet sstem ve mal yapı bakımından Bâbürlü kurumlarının öncek Türk-İslam devletlernn devamı ntelğnde olduğu görülmüştür. Ayrıca Batı lteratüründe yaygın bçmde kullanılan “Mughal” kavramının, tarhsel süreç çersnde Türk kmlğ ve devlet geleneğn ger planda bırakan blnçl br algının ürünü olarak yaygınlaştırıldığı; bu kullanımın Bâbürlülern Türk syas mrası çersndek yernn gölgelenmesne neden olduğu sonucuna ulaşılmıştır. Nhayetnde bu çalışma, Bâbürlü Devlet’nn yalnızca Hnt coğrafyasının syas tarhnde değl, Türk devlet teşklât geleneğnn gelşm çzgsnde de öneml br yere sahp olduğunu ortaya koymaktadır. Elde edlen bulgular, mparatorluğun Türk syas ve darî mrasının ayrılmaz br parçası olduğunu göstermekte; bu mrasın tarhsel gerçeklk temelnde yenden değerlendrlmesnn önemn ortaya koymaktadır.The Babur Empire was founded in 1526 by Zahir al-Din Muhammad Babur following the Battle of Panipat and remained one of the most powerful political entities in the Indian subcontinent for nearly three centuries. Combining the Turkic state tradition with Islamic political thought, the Baburids established a centralized administration that enabled them to govern a vast and diverse territory.The primary objective of this study is to examine the organizational structure of the Babur State from a holistic perspective, to determine its place within the Turkic state tradition, and to evaluate its administrative, military, judicial, and financial institutions in light of historical sources. This thesis employs a qualitative research method and document analysis as the primary research technique. Within the scope of the study, primary and secondary sources from both classical and modern historiography were examined, and the collected data were analyzed through a comparative approach. The study consists of four main chapters. The introduction discusses the historical background of the Turkic presence in India and reviews the historiography concerning this subject. The first chapter analyzes the central, palace, and provincial administration of the Babur State and examines the fundamental components of its administrative organization. The second chapter focuses on the military organization, the principal foundation of the empire's political power, with particular emphasis on the structure of the army, military strategies, and the mansabdari system. The third chapter evaluates the Baburid judicial system and legal practices, while the final chapter comprehensively examines the financial organization that constituted the economic basis of the state. The findings demonstrate that the organizational structure of the Babur State largely corresponded to the fundamental principles of the traditional Turkic state system. Its central and provincial administration, military organization, judicial structure, and financial institutions exhibit substantial continuity with the institutional legacy of earlier Turkic-Islamic states. Furthermore, the study concludes that the term Mughal, which is widely employed in Western historiography, became prevalent through a historical perception that tended to obscure the Turkic identity and political tradition of the dynasty. Consequently, this terminology has contributed to the marginalization of the Baburids' place within the broader Turkic political heritage. In conclusion, this study demonstrates that the Babur State occupies a significant position not only in the political history of the Indian subcontinent but also in the historical development of the Turkic state tradition.
