Undoubtedly a great scholar of Turkish Rashid Rahmeti Arat's transfer to the Latin alphabet and translation is the most important of these studies. The index of book was later published on behalf of Arat by other scholars of language. After this publication has not stopped working on the book. New comments, corrections, suggestions are still going on the reading, translation and index of Kutadgu Bilig. There are three editon including Herat, Fergana ve Misir of Kutadgu Bilig. It was estimated which Fergana editon is the oldest among them. Another feature of Fergana edition is which most including edition to the notes of below the line, over the line, and edge the page that we called below the line. Recently published facsimiles are much clearer and legible due to the developing technology. From this point of view we wanted to investigate whether below the line notes why was put. Are these notes was put randomly or added by conscious people and that might shed light on any point of Kutadgu Bilig? Sought answers to these questions constitutes basic of the study. In our study, primarly mentioned the work on this issue, then were given information about the method of the study and the materials used in the study.
