Çalışmanın birinci bölümünde, başarısız/kırılgan devlet kavramı ve kırılganlığın göstergeleri açıklanarak, teorik bir çerçeve oluşturulmaya çalışılmıştır. İkinci bölümde tarihsel bir bakış açısıyla, Afganistan’ın bağımsız bir krallık olarak kuruluşundan otokratik bir cumhuriyete geçişine kadar devleti inşa etme çabaları ve buna paralel olarak, güçlü bir ulusal devlet kurma ve meşruiyeti kurumsallaştırma konusundaki çabalar ve kırılganlıklar değerlendirilmiştir. Üçüncü bölümde, iki karşıt tutum ekseninde devleti inşa etme çabası yani komünist rejim dönemi ve ardından İslamcı hükümetlerin ortaya çıkışı olmak üzere iki farklı ancak birbirini izleyen aşama incelenmekte ve devletin bu dönemlerdeki işleyişi başarı ve başarısızlık açısından analiz edilmiştir. Çalışmanın dördüncü bölümünde, uluslararası toplumun geniş desteğiyle devletin yeniden inşasını ve etkin bir devlet oluşturmayı mümkün kıldığı 2001’den sonraki yirmi yıllık fırsat incelenmiştir. Bu arada, çalışmanın beşinci ve son bölümünde ise, etkin bir devlet kurma yönündeki tüm çabalara rağmen, istikrarlı ve verimli bir devletin kurulmasını engelleyen ve devletin başarısızlığına kırılganlığına etki eden faktörler üzerinde durulmuştur. Genel olarak değerlendirildiğinde çalışmada, Afganistan’daki devlet kırılganlığının yalnızca belirli bir dönemin veya tek bir faktörün ürünü olmadığı, çeşitli siyasi, idari, ekonomik, sosyal, kültürel ve güvenlik gibi farklı birçok faktörün sonucu olduğu ve aynı zamanda Afganistan’da devlet inşasının zorlu yolculuğunda kök saldığı sonucuna ulaşılmıştır.In this study, within the framework of the concept of state fragility and failure, the process of nation-state formation in Afghanistan is examined and the causes of the Afghanistan State’s fragility and failure are analyzed. In the first chapter of the study, a theoretical framework was tried to be developed by explaining the concept of failed/fragile state and the indicators of fragility. In the second chapter, from a historical perspective, the state-building efforts of Afghanistan from its establishment as an independent kingdom to its transition to an autocratic republic, and the parallel efforts and vulnerabilities in establishing a strong national state and institutionalizing legitimacy, as well as the fragilities emerging throughout this process are evaluated. In the third chapter, the efforts to build the state along the axis of two opposing approaches in two different but consecutive stages, namely the communist regime period and the subsequent emergence of Islamist governments, and the functioning of the state in these periods are analyzed in terms of success and failure. In the fourth chapter of the study, the twenty-year opportunity following 2001, during which the broad support of the international community made it possible to rebuild the state and create an effective state (governance), is examined. Meanwhile, in the fifth and final chapter of the study, attention is focused on the factors that despite all efforts to build an effective state, prevented the establishment of a stable and efficient state and affected its fragility and failure.
