Mahmud Osmanlı daimî elçiliklerinin yeniden tesis sürecini 1832 yılında başlatarak Avrupa başkentlerine elçiler gönderdi. Bu çalışmada, söz konusu süreçte Osmanlı elçiliklerinin yazışma sistemi gibi şimdiye kadar üzerinde yeterince durulmamış önemli bir konu arşiv malzemeleri ışığında açıklanmaktadır. Bu çerçevede elçiliklerin yazışma sisteminin temel parametrelerinin tespitine çalışılmakta ve Babıâli ile elçilikler arasında yazışmaların gerçekleşme biçimleri, özel yazışmalar, mektupların taşınmasında kullanılan yöntemler ve güzergâhlar, yazışmada güvenlik sorunları ve şifreli yazışma gibi hususlar ortaya konulmaktadır. Makalede ayrıntılı bir şekilde bilgi verilen diğer bir konu ise Osmanlı elçilerinin merkezle yaşadıkları iletişim sorunlardır. Bu çerçevede Osmanlı elçilerinin raporlarından elde edilen bilgiler ışığında ortaya çıkan aksaklıklar ve bunların hangi biçimde çözüme kavuşturuldukları örneklerle açıklanmaktadır.Mahmud II has restarted the Ottoman permanent embassies since 1832 and ambassadors were sent to European capitals. This paper attempts to shed light on a slightly concerned issue of correspondence system between ambassadors under the auspices of archive sources. In this respect, the fundamentals of ambassador's correspondence system are illuminated and the issues such as types of correspondences between ambassadors. Sublime Porte, private correspondence, the methods used to carry letters and itineraries, security problems during correspondence and cryptocorrespondence will be regarded as well. The article also gives in-depth information on the problems of Ottoman ambassadors vis-a-vis the central authority.
