Türkiye gibi temsili demokrasinin uygulandığı ülkelerde halkın iradesinin parlamentonun oluşumuna yansıması önem arz etmektedir. Ülkemizde çok partili hayata geçişten bu yana parlamento seçimlerinde çok değişik seçim sistemleri kullanılmıştır. Bugün ise %10 barajlı partiler arası seçim ittifakına elverişli d’Hondt sistemi kullanılmaktadır. Seçim barajı, 12 Eylül cuntacılarının sözde yönetimde istikrarı sağlamak adına parlamentoda çok sayıda siyasi partinin bulunmaması için getirmiş oldukları bir düzenlemedir. Türk demokrasi tarihinde, 15 Temmuz 2016’dan sonra darbeler dönemi bir daha açılmamak üzere tozlu raflardaki yerini almışken, darbe döneminin bir ürünü olan %10’luk baraj uygulamasının sürdürülmesi ne yazık ki demokratik değildir. Ayrıca mevcut seçim sisteminde seçmene dayatılan bir milletvekili aday listesi mevcuttur. 2839 sayılı Milletvekili Seçim Kanunu’nun 2. maddesinde seçmenin oyunu tam bir serbestlikle kullanabileceği hüküm altına alınmış olmasına rağmen çok sayıda milletvekiline sahip illerde seçmen, doğrudan kendi milletvekili adayına oy verememekte olup; kendisine sunulan ve içeriğine etki edemediği listeye oy vermek mecburiyeti içinde bir serbestliğe sahiptir. Vermiş olduğu oyun da hangi adaya gittiğini bilemeyen bir seçmen vardır. Kesin olansa seçmenin hangi partiye yani diğer bir değişle hangi genel başkana oy verdiğidir. Bu çalışmada çağdaş devlet düzenine sahip ülkelerin milletvekili seçimlerinde kullandıkları seçim sistemlerine de yer verilerek, Cumhurbaşkanlığı Hükümet Sisteminin uygulandığı ülkemiz için alternatif bir seçim sistemi önerilmiştir.Elections are the sine qua non of political democratic life. In countries where representative democracy is practiced, such as Turkey, it is important that the will of the people be reflected in the formation of the parliament. Many different electoral systems have been used in parliamentary elections since the transition to multi-party life in our country. Today, the d'hondt system, which is conducive to the inter-party electoral alliance with a % 10 threshold, is used. The electoral threshold is an arrangement introduced by the 12 September junta to ensure so-called stability in the administration to prevent large numbers of political parties from entering parliament. While the era of coups after July 15, 2016 in the history of Turkish democracy has taken its place not open until a more on dusty shelves, the continuation of the 10% threshold, a product of the coup period, is unfortunately undemocratic. There is also a list of parliamentary candidates imposed on the electorate in the current electoral system. In the Article 2 of the law on election of Deputies No. 2839, the elector must vote with full freedom, but in provinces having a large number of Deputies, the elector can not vote directly for own candidate; the elector has a freedom to vote on the list presented to him / her which does not affect its content. There's a voter who can't know who he/she is also voting for. What is certain is which party the electorate, in other words, which party's general head voted for.
