Raylı Sistemlerin Kentsel Gelişmeye Etkisi: Ankara Örneği

Abstract

Ulaşım teknolojiye bağlı olarak hızla gelişme gösteren ve bu gelişme ile birlikte kentin yapısına yeni bir kimlik kazandıran bir kent bileşenidir. Kentlerin tarihsel süreci içerisinde ulaşım çözümlerinde kullanılan hızlı ve konforlu ulaşım türlerinden biri olan raylı sistemler gelişmiş ülkelerde özellikle 19. yüzyıldan itibaren yaygın bir biçimde kentiçi ulaşımda artan nüfus ile birlikte yaşanan trafik problemlerinin çözümü olarak ele alınmıştır. Bu çalışmanın amacı raylı sistemlerin kentsel gelişim üzerindeki etkisinin irdelenmesidir. Çalışmanın amacına yönelik öncelikle bir kavramsal çerçeve oluşturulmuştur. Kavramsal çerçevede kentsel ulaşım ve raylı sistemlere yönelik ayrıntılı bir literatür taraması hazırlanmıştır. Çalışmanın amacına yönelik bir değerlendirme yapılması için örneklem alan olarak Ankara kenti seçilmiştir. Ankara kentine ilişkin olarak Ankara kent planları, Ankara kenti için yapılan ulaşım çalışmaları ve Ankara Ulaşım Ana Planı incelenmiştir. Raylı sistemlerin bu plan ve çalışmalardaki yeri değerlendirilmiştir. Alanda yapılacak analiz çalışması için ise belirlenen yöntemde Ankara kentine hizmet veren raylı sitem güzergahlarında istasyonlar arası mesafe hesaplanarak ortalama etki alanı çapı 3 km olarak belirlenmiş, bu etki alanı kapsamında her raylı sistem güzergahında 3 km genişliğinde analiz alanları oluşturulmuştur. Analiz alanlarında belirli periyotlar ile raylı sistemlerin kentsel gelişmeye etkisinin değerlendirilmesi açısından yapısal bazlı değişimler analiz edilmiştir. Raylı sistemlerin hizmet verdiği güzergah üzerinde kentsel gelişmeyi yönlendirici rol oynadığı, bu etkinin kent açısından doğru değerlendirilmesi için kent planları ve ulaşım planlarında yapılan çalışmaların entegre ve bütünleşik yürütülmesi son derece önemlidir.

Transportation is a city component that develops rapidly depending on technology and gives a new identity to the structure of the city with this development. Rail systems, which are one of the fast and comfortable transportation types used in transportation solutions in the historical process of cities, have been widely considered as a solution to the traffic problems experienced with the increasing population in urban transportation, especially since the 19th century in developed countries. The aim of this study is to examine the effect of rail systems on urban development. First of all, a conceptual framework was created for the purpose of the study. In the conceptual framework, a detailed literature review on urban transportation and rail systems has been prepared. In order to make an evaluation for the purpose of the study, the city of Ankara was chosen as the sample area. Regarding the city of Ankara, Ankara city plans, transportation studies for the city of Ankara and Ankara Transportation Master Plan were examined. The place of rail systems in these plans and studies has been evaluated. For the analysis study to be carried out in the field, the distance between the stations on the rail system routes serving the city of Ankara was calculated in the determined method, and the average impact area diameter was determined as 3 km. Structural changes were analyzed in terms of evaluating the effect of rail systems on urban development with certain periods in the analysis areas. It is extremely important that rail systems play a guiding role in urban development on the route it serves, and that the works made in city plans and transportation plans are carried out in an integrated and integrated manner in order to evaluate this effect correctly in terms of the city.
