Öğe Agreement of self-other perceptions matters: Analyzing the effectiveness of principal leadership through multi-source assessment(Sage Publications Ltd, 2015) Ham, Seung-Hwan; Duyar, Ibrahim; Gumus, SedatThe purpose of this study was to examine the possible effects of the simultaneous inclusion of self and other ratings of principal instructional leadership on teachers' self-efficacy beliefs. Special attention was given to the case where principal and teacher ratings were incongruent and exhibited a self-other rating disagreement regarding the principals' effectiveness in instructional leadership. The data used in the analyses were taken from the Organisation for Economic Co-operation and Development's (OECD's) Teaching and Learning International Survey (TALIS) conducted in 2008 and involved information from 672 principals and 11,323 teachers in four OECD countries located in the broader Asia-Pacific region. The study tested a set of hypotheses based on a multi-source assessment framework for the analysis of leadership performance. Results indicated that principal-teacher incongruence regarding principal instructional leadership was significantly and negatively associated with teacher self-efficacy across all four countries. The findings suggest that multi-source assessment can provide unique performance-relevant information about leadership that would not be captured by traditional single-source ratings alone.Öğe Current conditions and issues at Temporary Education Centres (TECs) for Syrian child refugees in Turkey(Routledge Journals, Taylor & Francis Ltd, 2020) Gumus, Emine; Kurnaz, Zeynep; Esici, Hasan; Gumus, SedatSince the outbreak of Syrian conflict 2011, Turkey has received more than 3.5 million refugees, including a great number of school-aged children. Providing education to Syrian child refugees has therefore become important in Turkey. To effectively deal with this issue, Turkish government has developed educational policies and legal arrangements. Establishing Temporary Education Centres providing education in Arabic based on an adapted Syrian curriculum, was one of the main changes in Turkish educational system to accommodate Syrian child refugees. This paper aims to present the current conditions and issues at TECs based on views of Syrian teachers working in these centres. The findings show that TECs have faced several challenges, which can be categorized under three themes: infrastructral, student-related, and teacher-related challenges. The issues related to each of themes are disscussed based on the views of teachers working in TECs and suggestions relevant to both policymakers and researchers are presented in this paper.Öğe The effects of community factors on school participation in Turkey: A multilevel analysis(Springer, 2014) Gumus, SedatTurkey, like many developing countries, is facing considerable problems in terms of low school attendance rates, late enrolment and early dropout of girls in particular. Numerous studies have already been conducted, both in Turkey and elsewhere, to determine the factors affecting school enrolment of boys and girls. Existing studies in Turkey, however, have focused extensively on the association between household-level factors and school participation, ignoring the role of the broader environment in which children live. Using a recent, large-scale and nationally representative data set, this paper investigates school participation at both primary and secondary levels in Turkey, giving specific attention to community-level factors. In taking into account socioeconomic context variables using the multilevel modelling method, this study contributes significantly to current school participation literature in Turkey. The author's findings highlight the importance of community/context factors in explaining low school enrolment in Turkey. The results of the study can help policy makers develop a systematic understanding of the relationship between socioeconomic context and school participation, and enable them to make more appropriate decisions for improving school participation across the country.Öğe The Evolution of Leadership Research in Higher Education for Two Decades (1995-2014): A Bibliometric and Content Analysis(Taylor & Francis Ltd, 2020) Esen, Murat; Bellibas, Mehmet Sukru; Gumus, SedatThe present study aims to examine the leadership research in higher education in order to shed light on its development during the last two decades by revealing the evolving trends in research on leadership in higher education, the most prominent scholars working on related research, the most popular topics in related research, and the countries in which the related studies are based. Bibliometric method was employed in the analysis of the original research and review papers published in five prominent higher education journals between 1995 and 2014: Higher Education, Research in Higher Education, Studies in Higher Education, The Journal of Higher Education and The Review of Higher Education. The results of this bibliometric analysis show that the majority of the related articles come from three countries: the U.S.A., the UK and Australia. It is also found that the leadership research in higher education is still very scarce and has not shown any meaningful increase during the last two decades. In addition, content analysis is used to provide more in-depth information about the topical focus, purpose and methodology of the selected articles. The results of content analyses are discussed in detail, and suggestions for the future research are provided.Öğe Examining Department Chairs' Needs in Performing Academic Leadership in Turkish Universities(Turkish Education Assoc, 2016) Bellibas, Mehmet Sukru; Ozaslan, Gokhan; Gumus, Emine; Gumus, SedatWhile the educational leadership literature is replete with studies focusing on leadership practices at K-12 level, higher education institutions all over the world do not receive their share from this intense scholarly interest. This is the case with Turkish higher education institutions too. Starting from this point of view, the purpose of this study is to examine department chairs' needs in performing academic leadership. To this end, the study was designed as a qualitative inquiry. In order to reveal a range of leadership experiences, maximum variation sampling was employed to address the diversity of chairs' academic leadership experiences. Accordingly, semi-structured interviews were conducted with the study group of 16 department chairs who varied in terms of their province, university type (public and foundation), teaching field, gender, and years of service in chairship position. Findings emerged in the phase of content analysis revealed that needs of department chairs can be categorized under the themes of: (a) More autonomy for decision making in staff recruitment, monetary, and curricular issues (b) Additional academic and clerical personnel, and (c) Training for leadership and orientation for administrative duties.Öğe Factors affecting school participation in Turkey: an analysis of regional differences(Routledge Journals, Taylor & Francis Ltd, 2016) Gumus, Sedat; Chudgar, AmitaThere are thousands of children who remain out of school at both primary and secondary levels in Turkey. The current disparities in access to education in Turkey are mostly driven by systematic regional differences and high gender inequalities. Although several existing studies have paid close attention to gender-based inequities in school access, none of the existing studies have attempted to systematically understand regional differences in schooling. This study therefore intends to address this gap in the literature. Results of the study indicated several key factors, such as gender, household poverty and gender role attitudes, that contributes to the regional inequalities in access to education in Turkey. Based on these findings, suggestions for policy makers and future research were made.Öğe Overview of Educational Research from Turkey Published in International Journals: A Bibliometric Analysis(Turkish Education Assoc, 2021) Gulmez, Deniz; Ozteke, Irem; Gumus, SedatThe purpose of this study is to examine educational research from Turkey published in international education journals with bibliometric analysis method. For this purpose, the documents published in journals covered by the Web of Science's (WoS) SSCI, SCI-Expanded and AHCI indexes were reached. A total of 6312 articles were included in the analysis after the necessary exclusion criteria were applied for elimination. Descriptive analysis and bibliometric analysis methods were used to analyze the data. According to the analysis that are conducted based on the WoS citations of the reviewed articles, it is seen that the authors who work in the fields of educational technology and science education stand out in terms of productivity and impact. In terms of the institutions where the authors work, Hacettepe University ranked first regarding the number of articles and Middle East Technical University ranked first regarding the number of citations. According to the co-author analysis of institutions, it is seen that state universities that are based in Ankara form strong co-authorship ties with each other and with other Anatolian universities. Four major clusters emerged in the co-citation (author) analysis. The cluster located in the center of the map mostly consists of researchers working on research methods. The other dense cluster is seen to be composed of researchers focusing on educational psychology, measurement and evaluation, and statistics. It is seen that the third big cluster consists of researchers working on topics of self-regulation, motivation, self-efficacy, goal and achievement orientation and the fourth cluster consists of researchers working in the field of science education. The concepts that become apparent in the clusters emerged from the co-word analysis are student, education, attitude, technology, achievement, performance, science education, efficacy, teacher and knowledge. Trying to meet the ever-growing demand for HE, Turkey has implemented a bold expansion plan by establishing 51 public universities (PUs) after 2006, mostly in less-developed regions of the country. This study aims to reveal the challenges of establishing new PUs and to shed light on how these challenges might be overcome. Based on interviews with 12 rectors who have served at the recently established PUs in Turkey, the findings of this study have revealed various academic and non-academic challenges. The findings have significant implications for developing new policies, especially for developing a new growth and quality strategy for HE not only in Turkey, but also in other countries that face similar expansion-related challenges.Öğe Science mapping research on educational leadership and management in Turkey: a bibliometric review of international publications(Routledge Journals, Taylor & Francis Ltd, 2020) Gumus, Sedat; Bellibas, Mehmet Sukru; Gumus, Emine; Hallinger, PhilipOver the past two decades, there have been significant efforts to investigate knowledge production in the field of educational leadership and management (EDLM) in non-Western contexts. Consistent with this effort, the present paper aims to identify the contribution of Turkish scholars to the international EDLM literature. More specifically, the review examined the volume, journals, authors, types of papers, most frequently used keywords, citation impact, and co-citation networks of papers associated with Turkish EDLM scholars. Bibliometric methods were employed to examine 313 papers published by Turkish scholars in internationally recognised journals. The results show that while Turkish EDLM scholars have predominantly published in Turkey-based journals, there has also been a substantial increase in the number of papers published in international journals in recent years. This literature is largely empirical with topical foci concentrated on issues surrounding school leadership and organisational behaviour. Author co-citation analysis identified three main Schools of Thought in the Turkish literature: Leadership for Learning, Leading Teachers, Administrative Behavior and Effects in Turkey. Several recommendations are made in order to further develop EDLM field in both Turkey and other emerging countries.Öğe State Level Higher Education Boards in the USA and Reform Suggestions for Turkey: Governance, Quality Assurance, and Finance(Turkish Education Assoc, 2018) Gumus, SedatThe US higher education system has received significant attention from different parts of the world because of the international success of its universities. Therefore, many countries have adapted some of its features to their systems. Turkey's system level governing board, the Council of Higher Education (CoHE), was also modeled after state level higher education boards in the USA. Given this context, the current study aims to investigate the structures and functions of the state level higher education boards in the USA, compare them with the CoHE, and make reform suggestions for higher education governance in Turkey. With this aim, one state with a consolidated governing board, Georgia, and one state with a coordinating board, South Carolina, were selected for detailed investigation and comparison. The results of the study show that there are several significant differences between the CoHE and higher education boards in the USA, both in terms of their structures and their main functions. Suggestions for higher education governance reform in Turkey are also made based on the results.Öğe A systematic review of studies on leadership models in educational research from 1980 to 2014(Sage Publications Ltd, 2018) Gumus, Sedat; Bellibas, Mehmet Sukru; Esen, Murat; Gumus, EmineThe purpose of this study is to reveal the extent to which different leadership models in education are studied, including the change in the trends of research on each model over time, the most prominent scholars working on each model, and the countries in which the articles are based. The analysis of the related literature was conducted by first employing a bibliometric analysis of the research and review papers indexed in the Web of Science database between 1980 and 2014. Then, a more in-depth analysis of selected papers was done using the content analysis method. The results showed that there has been increasing interest in leadership models in educational research over time. Distributed leadership, instructional leadership, teacher leadership, and transformational leadership are the most studied leadership models in educational research. It was also found that related research increasingly focuses on the effects of leaders on organizational behaviors/conditions and on student achievement. Accordingly, usage of quantitative methodology has significantly increased during the last decade. Possible reasons for these changes, implications, and recommendations for future research are also discussed.
