How Housing Conditions Affect Health: Findings From the Turkish National Household Panel Survey
(Routledge Journals, Taylor & Francis Ltd, 2023) Selcuk, Isil Sirin; Ipek, Egemen; Koktas, Altug Murat
Housing is an important expression of prosperity for a society and a determinant of health and well-being. Despite the fact that the housing industry, which has faced rapid transformation and growth in Turkey since the 2000s, has made many people homeowners, being a homeowner alone does not ensure the subjective well-being of individuals. The conditions of individuals' houses are also significant for their well-being. Accordingly, the Survey on Income and Living Conditions covering the years 2014-2017 was used to determine whether inequalities in housing conditions are linked to health problems among households. An index that measures the housing conditions of 5,549 households was devised and its effects on self-rated health, along with other socioeconomic indicators, were examined using a random-effects ordered logistic model. The findings indicate that the quality of housing enhances self-rated health in Turkey. More specifically, improved housing conditions tend to increase the likelihood of individuals being healthier. As the results show that inequality in housing conditions has a significant effect on general health, alongside education, gender, and marital status, housing policies should not only focus on the affordability of housing but should also take social welfare indicators into account.

Impact of Fiscal Rules on Government Expenditure and Tax Revenue in Emerging European Countries: Threshold Effect of Budget Deficit
(Inst Economics Research Sas & Inst Forecasting Csps Sas, 2022) Koktas, Altug Murat; Gunel, Tugay
This study aims to investigate the effectiveness of fiscal rules in terms of gov-ernment expenditure and tax revenues with and without the threshold effect of the budget deficit over the period 1995 - 2019 in 91 emerging European coun-tries, as the frequency and severity of the implementation of fiscal rules vary according to the level of the budget deficit. To achieve this objective, the study firstly examines this relationship using the fixed and random effect methods without considering the threshold effect of budget deficit. Secondly, the study employs the panel threshold method proposed by Hansen (1999) to examine this relationship with the threshold effect of budget deficit, which is different from previous studies. Based on the panel threshold estimation, the results reveal that there are two threshold levels of budget deficit on government expenditure and a single threshold level of budget deficit on government tax revenue. Depending on these thresholds, the effect of fiscal rules on government expenditure and tax revenue varies significantly. This suggests that fiscal rules are more effective in ensuring fiscal discipline when the budget deficit is high and less effective when the budget deficit is low.

Validity of the Phillips Curve in the Agricultural Sector and Asymmetric Effects: The Case of Türkiye
(Ankara Univ, Fac Agriculture, 2023) Koktas, Altug Murat; Ozuyar, Sevilay Ece Gumus; Apaydin, Sukru; Akcan, Ahmet Tayfur; Yilmaz, Mustafa
Although the employment share of agriculture, which has historically been the main job creator sector, has decreased over time, it still plays an essential role in newly industrializing countries such as Turkiye. However, the depth of the decline in employment is due to the economic impact of agriculture rather than its share of GDP. One way to measure this effect is to adapt the Phillips curve (PC) for the agricultural sector. Therefore, the aim of this study is to investigate the validity of the Phillips curve in the Turkish agricultural sector and the short- and long-term linear and non-linear relationships caused by shocks on unemploymentinflation. The study was conducted via the augmented Dickey -Fuller, Phillips -Perron, and Zivot-Andrews unit root tests as well as the autoregressive distributed lag model (ARDL) and the nonlinear autoregressive distributed lag model (NARDL) via the Turkish Statistical Institute's (TURKSTAT) 2014Q1 -2021Q3 dataset. The cointegration coefficient was negative, yet statistically significant. Also, the short-term imbalances were eliminated, and the system converged to the equilibrium values in the long -run with significant fluctuations. The long -run negative cointegrated relationship and PC validity in negative shocks are the most significant results of the study.
