The settlements and buildings witnessing a civilization, development or an event at a certain period constitute the historical environments. Conservation of the buildings forming architectural identity and ensuring the sustainability of urban integrity requires the assessment of these buildings along with the newly added architectural layers. Many buildings were constructed within the historical settings of urban centers in the 20th century. Having been constructed through competitions, government houses provide significant data for developing different and authentic perspectives toward the historical urban environment. Many governmental houses were constructed within the historical settings and through the concept of historical building neighbourhood in Turkey between 1965 and 1985. Construction of new forms in old settings requires a difficult and complicated designing process that cannot be established with clear lines. Reviewing the already-existing examples is necessary for mentioning about the consistency or appropriateness of relevant approaches. Aiming to examine the concept of new building through the government houses in the historical settings, this study reviewed the Government Houses constructed as a new building next to a historical building following national architectural project competitions in the Turkish cities of Artvin, Hatay, Sinop, Sivas, Afyon and Erzincan between 1965 and 1985. Moreover, assessments were performed using the criteria that were specified in relation to the charters, codes and regulations issued along with the approaches of new building toward the historical pattern defined by the national and international bodies, institutions and experts of conserving cultural heritage.en_US
