Türkiye'deki İllerin İktisadi Faaliyet Kollarına Göre Etkinliklerinin Veri Zarflama Analizi ile Değerlendirilmesi

Özet
Ekonomik ve sosyal ihtiyaçların günde güne arttığı günümüzde, dünyadaki kaynaklar ise hızla
azalmaktadır. Dünyanın sahip olduğu kaynaklar, her ülkede eşit olarak dağıtılamadığından ülkeler farklı
gelişmişlik seviyelerine sahip olmakta, hatta ülkenin kendi içerisinde de bölgeler veya iller arasında
gelişmişlik farkları oluşmaktadır. Söz konusu gelişmişlik farklılıkları beraberinde birçok sorunu meydana
getirmektedir. Ülkeler, bu gelişmişlik farklarını azaltmak için önemli kaynaklar ayırmakta, bu nedenle bu
kaynakların etkin kullanımı büyük önem taşımaktadır. Bu noktada da illerin ve bölgelerin mevcut
kaynaklarını yeterince etkin kullanıp kullanmadıkları konusu gündeme gelmektedir. Literatürde de bu
konu ilgi gören konulardan birisi olmuş, performans ölçüm yöntemleri kullanılarak çeşitli çalışmalar
yapılmıştır. Bu yöntemlerden birisi karar verme birimlerinin göreli etkinliklerini çoklu girdi ve çıktıyı
işleyerek ölçebilen veri zarflama analizidir.
Bu tez çalışmasında Türkiye’deki illerin tarım, imalat sanayi ve hizmetler olmak üzere 3 iktisadi
faaliyet kolunda etkinlikleri veri zarflama analizi tekniği ile değerlendirilmiştir. Karar verme birimi olarak
belirlenen 81 il için benzer çalışmalarda kullanılan değişkenler göz önünde bulundurularak, çalışmanın
kapsamı doğrultusunda tarım, imalat sanayi ve hizmetler faaliyet kollarına yönelik girdi ve çıktı
değişkenleri belirlenmiştir. Çıktı yönlü BCC (Banker, Charnes ve Cooper) modeline göre her üç iktisadi
faaliyet kolu bazında görece etkin olan iller belirlenmiş, etkin olmayan iller için referans değerler tespit
edilmiştir. Buna göre tarımda 22 il, imalat sanayide 20 il, hizmetler faaliyet kolunda 6 il etkin olarak
bulunmuştur.
In today's world, where economic and social needs are increasing day by day, the resources in the world are rapidly decreasing. Since the resources of the world are not equally distributed in every country, countries have different levels of development, and even within the country itself, there are development differences between regions or provinces. These developmental differences cause many problems. Countries allocate significant resources to reduce these development gaps, so the effective use of these resources is of great importance. At this point, the issue of whether provinces and regions use their existing resources effectively or not comes to the fore. This subject has been one of the subjects of interest in the literature, and various studies have been carried out using performance measurement methods. One of these methods is data envelopment analysis, which can measure the relative efficiency of decision-making units by processing multiple inputs and outputs. In this thesis study, the efficiency of the provinces in Turkey in 3 economic activity branches, namely agriculture, manufacturing industry and services, was evaluated by data envelopment analysis technique. Considering the variables used in similar studies for 81 provinces determined as the decision making unit, input and output variables for agriculture, manufacturing industry and services activity branches were determined in line with the scope of the study. According to the output-oriented BCC (Banker, Charnes and Cooper) model, relatively efficient provinces were determined on the basis of all three economic activity branches, and reference values were determined for inefficient provinces. According to this, 22 provinces in agriculture, 20 provinces in manufacturing industry and 6 provinces in services activity branch were found to be effective.
