dc.description.abstractTürkiye, coğrafi konumu, jeolojik yapısı ve iklim özellikleri nedeniyle başta depremler olmak üzere, orman yangınları, sel, heyelan ve çığ gibi çeşitli afetlere maruz kalmaktadır. Bu afetler, ülkenin farklı bölgelerinde meydana gelmekte ve önemli düzeyde can ve mal kaybına neden olmaktadır. Afet yönetişimi, paydaşları da sürece dahil ederek afetlerin oluşumunun önlenmesi, etkilerinin azaltılması, meydana gelen afetlere müdahale edilmesi ve iyileştirme süreçlerini içeren çok boyutlu ve bütüncül bir yaklaşımı ifade etmektedir. Çalışmada afet ve afet ile ilişkili kavramlar incelenmiş sonrasında Türkiye’deki afet politikaları ile bu politikaların gelişimi ele alınmış; son bölümde ise afet yönetişimi ve afet ile mücadeleye ilişkin vatandaşların algısını ölçmek amacıyla gerçekleştirilen anket çalışmasından elde edilen bulguların analizine yer verilmiştir. Çalışmanın amacı; Türkiye’de afet ile mücadele politikalarının etkinliği ve afet yönetişiminin vatandaşlar tarafından nasıl algılandığının tespit edilmesi olarak belirlenmiştir. Bu bağlamda nicel bir çalışma gerçekleştirilmiştir. Çalışmanın amacı doğrultusunda anket tekniğinden yararlanılarak veriler elde edilmiştir. Elde edilen veriler SPSS 27.0 paket programına yüklenerek analiz edilmiştir. Elde edilen bulgular, afet yönetimi politikalarının iyileştirilmesine yönelik öneriler geliştirmek açısından önemli ipuçları sunmaktadır. Çalışmada elde edilen bulgulara göre afet yönetişimi politikalarının sadece merkezi yönetim tarafından değil, aynı zamanda yerel yönetimler, sivil toplum kuruluşları ve özel sektör gibi toplumsal paydaşlar tarafından da desteklenmesi gerektiğine vurgu yapılmıştır. Ayrıca çalışmada, afet yönetişiminde vatandaş algısının önemi vurgulanarak, toplumsal farkındalık ve katılımın artırılmasının gerekliliğine dikkat çekilmiştir.
dc.description.abstractTürkiye is exposed to various disasters such as earthquakes, forest fires, floods, landslides and avalanches due to its residential location, geological structure and climate characteristics. These disasters occur in different regions of the country and cause significant loss of life and property. Disaster management refers to a multidimensional and holistic approach that includes preventing the occurrence of disasters, reducing their effects, intervening in the disasters that occur, and cyclical processes, including the parents. In the study, the concepts of disaster and disaster recovery are examined, and then the disaster policies in Türkiye and the development of these policies are discussed; In the last section, the analysis of old sciences is included in the survey studies conducted in order to obtain the perception of disaster management and disaster resistance. The aim of the study was determined as determining the effectiveness of disaster management policies in Türkiye and how the participation of disaster management is perceived. In this context, a nice study was planned and carried out. It was obtained by using the data from the survey study for the purpose of the study. The obtained data was analyzed by loading the SPSS 27.0 package. The findings provide important clues from the perspective of different suggestions for disaster management policies. According to the findings obtained in the study, it was emphasized that disaster governance policies should be supported not only by the central government but also by social stakeholders such as local governments, non-governmental organizations and the private sector. In addition, the study emphasized the importance of citizen perception in disaster governance and drew attention to the need to increase social awareness and participation.
