dc.description.abstract2005 yılında Birleşmiş Milletler (BM) tarafından The Responsibility to Protect (R2P) ortaya çıkması, insani müdahalenin ilkenin egemenliğini ihlal ettiği görüldüğünden, insani krizle başa çıkmak için gümüş bir çizgi olması bekleniyordu. R2P'nin belgesi, söz konusu devletin nüfusunu koruma ve ülkenin nüfusu koruyamaması durumunda müdahaleye izin verme yükümlülüğünü vurgulamaktadır. R2P'nin ilanından yedi yıl sonra Myanmar, ülkede uzun süredir bulunan Rohingya halkına ciddi zulüm yapmakla suçlandı. Ancak hükümet bağımsızlığından bu yana Rohingya halkını, ülkenin oluşturduğu 1982 Vatandaşlık Yasası'na göre ülkenin bir parçası sayılmadığı için ülkeden kovmaya çalıştı. Bu yeni yasa Myanmar'da yalnızca 135 etnik köken tanıyor, Rohingya ise hükümet tarafından tanınan etnik kökenlerin bir parçası değil. Öte yandan 1967'de kurulan Güneydoğu Asya Ülkeleri Birliği (ASEAN), R2P'nin kurulmasına destek veriyor. dc.description.abstractThe emergence of the Responsibility to Protect (R2P) in 2005 by the United Nations (UN) has expected to be a silver line to deal with the humanitarian crisis since humanitarian intervention has been seen as violating the sovereignty of the state principle. The document of the R2P highlights the obligation of the given state to protect its population and allowing intervention if the country failed to protect the population. Seven years after the R2P was declared, Myanmar was accused of committing serious atrocities toward Rohingya people who have been in the country for a long time. However, since its independence, the government tried to expel Rohingya people from the land because they are not considered as part of the country by 1982 Citizenship Law that was constituted by the country. This new law only recognizes 135 ethnicities in Myanmar while Rohingya is not part of the ethnicities recognized by the government. The Association of the Southeast Asian Nations (ASEAN), which was established in 1967 on the other side, does support the establishment of the R2P. However, the implementation speaks the otherwise since the organization seemingly hesitates to implement the R2P in the whole concept. This paper will examine the possibility of the implementation of the R2P in Myanmar by examining various perspectives as the analysis material.en_US
