dc.description.abstractBu çalışmada uluslararası ilişkilerde dış politika aracı olarak kullanılan ekonomik yaptırımların bir alt türü olarak gümrük yaptırımları incelenmiştir. Gümrük yaptırımları çeşitleri, amaçları ve dış politika içerisindeki konumları yönünden araştırılmıştır. Gümrük yaptırımları ithalat ve ihracat yasakları, ithalat vergilerinin artırılması, tarife dışı önlemler, en çok kayrılan ulus statüsünün kaldırılması, DTÖ Anlaşması güvenlik istisnasının uygulanması kategorilerinde ele alınmıştır. Çalışmada gümrük yaptırımlarının bir sert güç politikası olduğu, ekonomik kâr elde etmek için uygulanan dış ticaret politikasından ayrıştığı, kullanımının gün geçtikçe arttığı, uygulanma şeklinin genellikle büyük ekonomilerden küçük ekonomilere yönelik bir şekilde asimetrik olduğu tespit edilmiştir.en_US
dc.description.abstractIn this thesis, customs sanctions are studied as a subdivision of economic sanctions which are used as a foreign policy tool in international relations. They are investigated with regard to their respective types, purposes and positions in foreign policy. Customs sanctions are reviewed under the categories of import-export prohibitions, import tax boost, non-tariff barriers, the abolition of the most-favored nation status and the enforcement of the security exception of the WTO treaty. We argue that customs sanctions are a type of hard-power policy, they are different from the foreign trade policy implemented to gain economic profit, their use is increasing and their mode of application is asymmetric between big economies and small economies.en_US
