Özet
Türkiye ve Suudi Arabistan Ortadoğu'nun en güçlü ve önemli aktörlerindendir. Köklü bir tarihsel geçmişe sahip olan Türkiye ve Suudi Arabistan ilişkileri 19. yüzyılda iki ülke arasında imzalanan dostluk anlaşmasıyla resmiyet kazanmış ve günümüze kadar devam etmiştir. Cumhuriyet döneminden Arap Baharı sürecine kadar sorunsuz ilerleyen iki ülke arasındaki ilişkiler, Arap Baharı sürecinde her iki ülkenin farklı dış politika uygulamaları ve bu süreçte ortaya çıkan krizlerden dolayı bazı sorunların yaşanmasına sebep olmuştur. 2017-2021 yılları arasında ABD Başkanlığı görevinde bulunan Donald J. Trump döneminde Katar Krizi ve Cemal Kaşıkçı cinayetinden dolayı Türkiye ve Suudi Arabistan arasında bazı gerginlikler yaşanmış ve ilişkiler var olan seviyenin altına düşürülmüştür. Yaşanan söz konusu krizlere rağmen 2022 yılında değişen bölgesel gelişmeler sebebiyle iki ülke arasındaki ilişkiler ticari iş birlikleri ve karşılıklı ziyaretlerle tekrar üst seviyeye çıkarılmıştır. Çalışmada Arap Baharı süreci ve 2017-2021 Trump dönemini kapsayan süre içerisinde iki ülke arasında yaşanan krizler ve bu krizlerin Türkiye-Suudi Arabistan ilişkilerini nasıl etkilediği "Realizm", "Liberalizm" ve "Konstrüktivizm" teorileri çerçevesinde analiz edilmektedir. Bu bağlamda çalışma, literatürdeki hâkim yaklaşımlardan farklı bir bakış açısı sunarak literatüre katkı sağlamayı amaçlamaktadır.
Türkiye and Saudi Arabia are two of the most powerful and important actors in the Middle East. The relations between Türkiye and Saudi Arabia, which have a deep-rooted historical background, were formalized with the friendship treaty signed between the two countries in the 19th century and have continued until today. The relations between the two countries, which progressed smoothly from the Republican period until the Arab Spring, caused some problems during the Arab Spring process due to the different foreign policy practices of both countries and the crises that emerged in this process. During the presidency of Donald J. Trump, who served as the US President between 2017 and 2021, there were some tensions between Türkiye and Saudi Arabia due to the Qatar Crisis and the murder of Jamal Khashoggi, and the relations were reduced below the existing level. Despite these crises, the relations between the two countries were increased to the highest level again in 2022 due to the changing regional developments through trade cooperation and mutual visits. The study analyzes the crises between the two countries during the Arab Spring process and the Trump period of 2017-2021 and how these crises have affected Turkish-Saudi relations within the framework of the theories of "Realism," "Liberalism," and "Constructivism". In this context, the study aims to contribute to the literature by offering a different perspective from the dominant approaches in the literature.
