İngilizce öğretmenlerinin İngilizce dil ölçme ve değerlendirme sınavlarına yönelik algı ve tutumları ile sınavların CEFR kriterlerine uygunluğunun incelenmesi

Özet
Bu araştırmada sınav sisteminde yapılan değişiklik sonrası İngilizce Öğretmenlerinin ölçme ve değerlendirme süreçlerine yönelik algı ve tutumları hem nicel hem de nitel veriler ışığında incelenmiştir. Nicel veriler, Ölçme ve Değerlendirme Algısı Ölçeği (TCoA-III) ile Ölçme ve Değerlendirme Tutum(ÖDT) Ölçeği aracılığıyla elde edilmiş; nitel veriler ise öğretmenlerle gerçekleştirilen yarı yapılandırılmış görüşmelerden sağlanmıştır. Öğretmenlerin mevcut sınav sistemine ilişkin görüşleri analiz edilerek sistemin güçlü ve geliştirilmesi gereken yönleri tespit edilmiştir. Araştırmada nitel ve nicel verilerin bir arada kullanıldığı karma yöntem tercih edilmiş, elde edilen veriler SPPS ve MAXQDA programları ile analiz edilmiştir. Araştırmanın nicel verileri Milli Eğitim Bakanlığına bağlı ortaokul ve liselerde görev yapan 209 İngilizce Öğretmeninden toplanan anketlerle, nitel veriler ise 17 İngilizce Öğretmeniyle gerçekleştirilmiş yarı yapılandırılmış görüşmeler yoluyla elde edilmiştir. TCoA-III sonuçları ile İngilizce Öğretmenlerinin ölçme değerlendirme sürecine yönelik teknik ve mesleki farkındalıklarının bulunduğu ancak bireysel farklılıklar, değerlendirmenin geçerliliği ve değerlendirmenin okul performansındaki durumu gibi konularda eleştirilerinin yer aldığı belirlenmiştir. ÖDT ölçeği sonuçları ile İngilizce Öğretmenlerini sınav sisteminde yapılan değişiklik sonrası İngilizce Öğretmenlerinin süreç odaklı (alternatif) değerlendirme sistemine karşı orta düzeyde olumlu bir eğilime sahip oldukları ancak uygulama süreci açısından yeterince desteklenmedikleri saptanmıştır. İngilizce Öğretmenlerinin süreç odaklı (alternatif) değerlendirmeyi zaman alıcı bulmaması, sistemin sürdürülebilirliği ve gelişimi açısından olumlu olarak değerlendirilmiştir. İngilizce Öğretmenleri ile yapılan görüşme sorularından elde edilen verilerden, açık uçlu ve kısa cevaplı sınavlara ve dinleme ve konuşma gibi çoklu becerileri ölçen yeni sınav sistemine karşı orta düzeyde olumlu görüşlere sahip oldukları saptanırken, sınavların okul genelinde ortak ve konu soru dağılım tablolara göre yapılmasının, uygulamada öğretmenleri sınırladıkları, sınıf ve öğrenci durumlarına göre farkları gözetmekte yetersiz kaldığı görüşünde oldukları belirlenmiştir. Ayrıca sınavların öğrencilerin gerçek başarı düzeylerini tam olarak yansıtamadığı ve CEFR kriterlerinden ise uygulama aşamasında yeterli düzeyde yararlanılamadığı sonucuna ulaşılmıştır.
In this study, following recent changes in the exam system, English teachers’ perceptions and attitudes towards assessment and evaluation processes were examined in depth through both quantitative and qualitative data. Quantitative data were obtained through the Teachers’ Conceptions of Assessment Scale (TCoA-III) and the Attitudes Toward Assessment and Evaluation Scale (ÖDT), while qualitative data were collected through semistructured interviews conducted with English teachers. Teachers’ opinions regarding the current exam system were analyzed to identify its strengths as well as the areas in need of improvement. In the study, a mixed-methods approach was adopted, combining both qualitative and quantitative data. The collected data were analyzed using SPSS and MAXQDA software. The quantitative data were obtained through surveys administered to 209 English teachers working in secondary schools and high schools affiliated with the Ministry of National Education, while the qualitative data were gathered through semi-structured interviews conducted with 17 English teachers. Findings from the TCoA-III revealed that English teachers possess technical and professional awareness regarding the assessment process. However, they expressed criticisms concerning issues such as sensitivity to individual differences, the validity of assessments, and the role of assessment in determining school performance. Results from the ÖDT scale indicated that English teachers tend to have a moderately positive inclination toward processoriented (alternative) assessment practices following the changes made in the exam system. However, it was also found that they are not adequately supported in terms of the implementation process. Teachers’ perception that process-oriented assessment is not time-consuming was considered a positive factor for the sustainability and further development of the system. Data obtained from interviews with English teachers showed that they have moderately positive opinions about the inclusion of open-ended and short-answer questions, as well as new exams measuring multiple skills such as listening and speaking. However, it was also determined that conducting standardized exams based on common syllabi and question distribution tables across schools limits teachers in practice and falls short in addressing differences based on class and student characteristics. Furthermore, it was concluded that the exams do not fully reflect students’ actual achievement levels and that CEFR criteria are not sufficiently utilized during implementation.
