dc.description.abstractKamu politikalarının başarısı varsayımlara dayanmayan gerçek birey davranış ve tercihleriyle ilişkilidir. Bu sebeple her geçen gün davranışsal kamu politikaları devletler için daha önemli hale gelmektedir. Aynı zamanda sunulan kamu politikalarının etik ilkelere uygunluğu her zaman önemli tartışma konularından biri olmuştur. Bu çalışmada Türkiye'de davranışsal kamu politikalarının en önemli uygulamalarından biri olan "Zorunlu BES uygulaması ne ölçüde etiktir?" sorusuna cevap aranmıştır. Bu doğrultuda çalışmanın birinci bölümünde, kamu politikalarında dürtme kavramının üzerinde durulmuştur. Çalışmanın ikinci bölümünde, kamu politikalarında dürtme anlayışı ve etik ilişkisi değerlendirilmiştir. Çalışmanın üçüncü ve son bölümünde ise, kamu politikalarında dürtme ve etik bağlamında zorunlu bireysel emeklilik sistemi örneği incelenmiştir. Çalışmanın sonucunda ilgili uygulamaya yönelik; güç eşitsizliğinin bulunması, toplumun yapılan uygulamaların farkında olmadan özgür bir şekilde seçim yapmalarının çok zor olması ve aynı zamanda iyi niyetle bile olsa hükümetlerin çoğunluğun iyiliği adına zorlama ve manipülasyon kullanarak azınlığın seçme hakkını elinden alması gibi etik eleştiriler dikkate alındığında toplumsal faydayı önemseyen bu politikanın geliştirilmesinin gerekliliği vurgulanmıştır.en_US
dc.description.abstractThe success of public policies is related to real individual behaviors and preferences that are not based on assumptions. For this reason, behavioral public policies are becoming more important for government day by day. At the same time, the compliance of the presented public policies with ethical principles has always been one of the important topics of discussion. In this study, one of the most important practices of behavioral public policies in Turkey, "To what extent is the mandatory PPS application ethical?" The answer to the question has been sought. In this direction, in the first part of the study, the concept of nudging in public policies is emphasized. In the second part of the study, the concept of nudging and ethics in public policies is expressed. In the third and last part of the study, the example of the compulsory private pension system in the context of nudging and ethics in public policies has been examined. As a result of the study, for the relevant application; it was emphasized that this policy, which cares about social benefit, should be developed due to ethical criticisms such as the existence of power inequality, the fact that it is very difficult for the society to choose freely without being aware of the practices, and at the same time, governments, even with good intentions, take away the minority's right of choice by manipulation.en_US
