dc.description.abstractBu araştırmanın amacı birbirinin devamı niteliğinde kabul edilen Şeyhülislamlık makamının ve Diyanet İşleri Başkanlığı'nın oluşum ve gelişiminin tarihsel seyir içerisinde ele alınarak Diyanet İşleri Başkanlığı'nın sivilleşmesi imkânını incelemektir. Araştırmanın birinci bölümünde Osmanlı devlet yapısının oluşumu ve halifeliğin Osmanlı Devleti'ne geçmesiyle beraber Şeyhülislamlık makamının yetki alanının, nüfuzunun arttığı ortaya konmuştur ve Osmanlı Devleti'nde batılılaşma hareketleriyle beraber Şeyhülislamlık makamının yetki alanının nasıl daraldığı incelenmiştir. Osmanlı Devleti'nin yıkılmasıyla kurulan Türkiye Cumhuriyeti Devleti'nin siyasi yapısı farklı bir temele oturtulmuş ve yeni devletin meşruiyet kaynağı da Osmanlı Devleti'nden farklı olmuştur. Bu bağlamda da bu yeni devletin din hizmetleri kurumu Şeyhülislamlık makamından çok farklı olmuştur. Araştırmanın ikinci bölümünde de Türkiye Devleti'nin din hizmetleri kurumu olan Diyanet İşleri Başkanlığı'nın kuruluş süreci, teşkilat yapısı ve yetki alanı incelenmiştir. Araştırmanın üçüncü bölümünde modernleşme sürecinin dini bilgi, otorite ve meşruiyet anlayışına olan etkisi ve bununla bağlantılı olarak Diyanet İşleri Başkanlığı'nın sivilleşmesi talepleri incelenmiştir. Sonuç olarak Osmanlı Devleti'nden beri yaşanan toplumsal, siyasal, zihinsel değişimler kurumsal bir dönüşümü de beraberinde getirmiştir. Türkiye'nin mevcut yapısındaki dönüşümlerin Diyanet kurumunun sivilleşmesi alanında başka dönüşümleri getireceği de beklenebilir bir durumdur. Ama mevcut yapısal durum içerisinde sivil bir Diyanet kurumu öngörülememektedir.en_US
dc.description.abstractThe aim of this study is to examine the formation and development of the Shaykh al-Islamist authority and the Presidency of Religious Affairs which is considered as the continuation of each other in the historical course and to examine the possibility of civilianization of the Presidency of Religious Affairs. In the first part of the study, the increase of jurisdiction, influence of the position of Shaykh al-Islam is revealed with the formation of the Ottoman State structure and the transition of the caliphate to the Ottoman State and the narrowing of the jurisdiction of the Shaykh al-Islamist authority with the westernization movements of the Ottoman Empire is examined. The political structure of the Republic of Turkey which was established after the collapse of the Ottoman Empire State sited on a different basis and source of legitimacy in the new state has been different from the Ottoman Empire. In this regard, the religious services institution of this new state was very different from the Shaykh al-Islamic authority. In the second part of the research, the establishment process, organizational structure and jurisdiction of Presidency of Religious Affairs of Turkey as the religious services is examined. In the third part of the study, the effect of the modernization process on the understanding of religious knowledge, authority and legitimacy and the related demands for the civilization of the Presidency of Religious Affairs are examined. As a result, the social, political and mental changes experienced since the Ottoman Empire brought an institutional transformation. It can be also expected that the transformation of Turkey's current structure will bring about other transformations in the field of civilization of institution of the Presidency of Religious Affairs. But within the current structural situation; a civilian Religious Affair cannot be foreseen.en_US
