Since the recent past, fossil fuels used in vehicles with traditional internal combustion engine technology; a lot of harmful effects on the environment, limited reserves and besides fossil fuel price increases in underdeveloped or developing countries like this negative reasons have increased the interest in electric vehicle technologies that meet their power needs from batteries. In other words, it is possible to say that battery technology is the technology that plays the leading role in electric vehicle technology. In addition, the carbon zero policy, which emerged with the development of renewable energy systems and is on the agenda due to cleaner energy targets, increases the interest in energy storage systems that easily adapt to clean energy systems. On the other hand, there is an energy supply problem with the continuous increase in energy demand throughout the world, in this context, energy storage systems come to the fore in order to solve the energy supply problem and ensure energy efficiency. Energy storage systems, which have become popular due to developments in electric vehicle technologies, clean energy policies and the goal of ensuring energy supply continuity, need to be used efficiently and safely. Therefore, the use of Battery Management System (BMS) is a very important requirement for battery technologies to work with high efficiency and safety. In this thesis, Li-ion based batteries, which are very preferred in other energy storage systems, especially in electric vehicles, have been used. Today, BMSs are generally designed with electronic boards designed using power electronics, integrated controllers and auxiliary equipments. Unlike traditional methods, a passive balanced BMS consisting of a Programmable Logic Controller (PLC), analog-digital controller modules and auxiliary equipment, which has not been used much before, was designed, the application circuit was established and tested. In order to program the PLC, software is written with the programming language known as Ladder Diagram (LD). In traditional BMSs, limited number of battery cells and limited current values can be controlled and a separate controller is used for each battery pack. Thanks to the PLC controller and algorithm used in study, multiple battery packs can be controlled with a single controller and higher current values can be used. Thanks to this advantage, it stands out with its wider control capacity. Controllers used in traditional methods are small in size and can be included in battery packs. But BMSs designed with PLC controllers are larger in volume and require an external area where the BMS equipment can be located.
