Özet
Son yıllarda özellikle iktisat, sosyoloji ve politika bilimleri ekseninde ele alınıp incelenen sosyal sermaye; genel anlamda bölgesel kalkınmanın sağlanmasında önemli bir araç niteliği taşımaktadır. Bölgenin kalkınması; bölgede bulunan ekonomik aktörlerin sosyal ilişkilerinin temel kaynağı olan sosyal sermayenin olumlu etkilerine dayanmaktadır. Bölgesel kalkınmanın sosyal sermaye üzerindeki etkisi tespit edilip, bölgede sosyal sermaye seviyesinin yükseltilmesi gerekmektedir. Sosyal sermaye seviyesinin yükseltilmesi, bölgesel kalkınmada bölgelerin arz ve talep dengelerinin sağlanması, bölge dışından yatırımcıların bölgeye çekilmesi, bölgeye özgü yapı, network ağı, üretim faktörleri, iş kültürü, öğrenen bölgeler, inovasyon gibi kavramları önemli kılmaktadır. Bölgede oluşan bu kavramlardan yola çıkarak sosyal sermaye toplumdaki bireyler ve kurumlar arası ilişkileri hem dikey eksende hem de yatay eksende incelemektedir. Fiziki, yasal ve ahlaki açıdan değerlendirerek güven unsuru açısından analiz ederek, belirlenen amaçlara ulaşılıp ulaşılamadığını konu etmektedir. Bu bağlamda Sosyal Sermayenin toplumun kurumlarına olan etkileri birçok yönden toplumda araştırma konusu olarak yer almakla beraber toplumda daha çok etkileşim ağları ve bir aradalık üzerinde değerlendirilerek önem kazanmaktadır. Bu önem, günümüzde bölgelerin büyümesini etkileyen bölgesel faktörlerin etkileşimini ve etkinliğini arttırmasına bağlı olmaktadır. Sosyal ilişkiler bir sermayedir. Sosyal sermaye bir toplumun değer yargılarının korunmasında etkin bir rol oynamaktadır. Bu sermaye bir deneyimi de beraberinde getirerek gereksinim duyulduğu zaman ulaşılabilecek bir kaynak niteliği taşımaktadır. Sosyal ağlar, sosyal sermayenin güçlü bir faktörü; bunun geliştirilmesi, şekillendirilmesi için önemli bir olgusudur. Sosyal sermayenin toplum üzerindeki algısı ve etkisi,sinerji yaklaşımı, toplumcu yaklaşım, kurumsalcı yaklaşım ve sosyal ağ yaklaşımı üzerinden değerlendirilmektedir.Bölgesel kalkınmanın sosyal sermaye yaklaşımı ile ilişkisi sosyal ağ yönteminde şekil bulmaktadır.Bu anlamda sosyal sermaye ve bölgesel kalkınma olgusuna bakış, bölgesel kalkınmanın sosyal sermaye yaklaşımlarıyla ilişkisi akademik bakış açısı çerçevesinde incelenmiş; Konya ili özelinde tarihi Bedesten Çarşısında yer alan işletmelerin sosyal sermaye olgusuna bakışı ele alınmıştır. Araştırma sonuçlarından yola çıkarak yapılan analizde; işletmeler arası sosyal sermaye ölçümlenerek ilişki düzeyleri belirlenmiştir. İşletmelerin bir veya daha fazla şekilde (arkadaşlık, işbirliği, ticaret, bilgi, iletişim, ortaklık, v.b.) birbirine bağlandığını gösteren sosyal ağ analizi yapılarak, konuyla ilgili düşünceler ortaya konmuştur
In the last years, social capital, discussed and examined, especially on the axis of sciences of economics, sociology, and politics, holds, in general meaning, a quality of important instrument in providing regional development. Development of region is based on the positive effects of social capital, which is the main resource of the social relationships of economic actors. For the role of regional development on social capital on to be able to reach the desired level, to raise the level of social capital in the region. Raising the level of social capital makes important the concepts such as providing the supply and demand balances of regions in the regional development, attracting the investors out of the region to the region, structure specific to region, network, production factors, job culture, learning regions, and innovation. Setting out from these concepts forming in the region, social capital examines the relationships between individual in society in both vertical and horizontal axis. It also mentions about whether or not the aims determined are reached, evaluating the situation from physical, legal, and moral point of view and analyzing in terms of element trust. Although the effects of social capital on the institutes of society take place as a research subject in society from many aspects, mostly evaluating on interaction networks and togetherness, it gains importance. This importance depends on the increase of the interaction and efficiency of regional factors affecting the growth of regions today."Social relationships" is a capital. Social capital play an effective role in the protection of value judgements of a society. This capital, also bringing together an experience with it, it holds a quality of resource to be reached, when needed.Social networks is a strong factor of social capital, and important phenomenon for this to be developed and shaped. The perception and influence of social capital on society, is evaluated through synergetic approach, socialist approach, institutionalist approach, and social network approach. The relationship of regional development with the approach of social capital is shaped in management of social network. In this sense, the look at the phenomenon of social capital and regional development, relationship of regional development with the approaches of social capital were examined in the framework of academic viewpoint and, in specific to the province Konya, the look of enterprises taking place in the historical Bedesten Market to the phenomenon of social capital Setting out from the results of study, in the analysis carried out, measuring inter-business social capital, their relationship levels were determined. Making the analysis of social network showing that the enterprises are related to each other in one more ways (friendship, cooperation, trade, information, communication, partnership, etc.), the thoughts related to subject were presented.
