Özet
Ekonomik hayatta kamu harcamaları büyük önem taşımaktadır. Nitekim ekonomik yaşam alanında veya hızlı nüfus artışı alanında çeşitli gelişmeler meydana gelmiştir. Bu; sağlık, eğitim ve altyapı gibi ekonomik yaşamın bazı alanlarına devlet müdahalesi gerektiren bir durumdur. Bu doğrultuda devletin ekonomik hayata müdahalesine ilişkin bazı teoriler gözden geçirilmiştir. Ayrıca ekonomik büyümeyi açıklayan bazı önemli teoriler de çalışma çerçevesinde incelenmiştir.
Bu bağlamda çalışmada, 1989-2019 dönemi Yemen'de kamu harcamaları ile ekonomik büyüme arasındaki ilişkiyi Asimetrik Gecikmesi Dağıtılmış Otoregresif Model (NARDL) ve Hatemi J-Roca (2014) Asimetrik Nedensellik Testi kullanılarak yıllık veriler üzerinden analiz etmek amaçlanmıştır. Kamu harcamalarından ekonomik büyümeye doğru tek yönlü bir ilişki bulunmuştur. Bu, kamu harcamalarının ekonomik büyüme oranını artırmaya yardımcı olduğunu gösteren Keynes Kanunu'na uygunluk arz etmektedir.
Public expenditure has a great importance in economic life, and with the various developments, both in the field of economic life and the rapid population growth, which calls for state intervention in some areas of economic life, such as health, education and infrastructure. Consequently; Some theories regarding the state’s intervention in economic life have been reviewed and some important theories that explain economic growth. In this context, the aim of the study was to analyze the relationship between public spending and economic growth in Yemen for the period 1989-2019 through annual data using NARDL Model and Hatemi J-Roca (2014) Asymmetric Causality Test, it was concluded that there is a one-sided relationship from public spending to Economic growth This is in line with the Keynesian theory, which indicates that public spending helps increase the rate of economic growth.
