Özet
Bu çalışmanın temel amacı, yoksullukla mücadele hedefi doğrultusunda kullanılan yöntemleri ve stratejileri araştırmak ve özellikle gelişmiş ülkelerde uygulanan yoksullukla mücadele politikalarını ele alarak, kamu politikası transferi bağlamında Türkiye'de yoksullukla mücadeleyi iyileştirici öneriler sunmak ve bu önerilerin uygulanabilirliğini tartışmaktır. Yoksulluk uzun zaman ekonomik temelli bir sorun olarak algılanmış, yoksullukla mücadele de bu yönde şekillenmiştir. Fakat son yıllarda yapılan çalışmalar ve uluslararası kuruluşlar tarafından yayınlanan raporlar, günümüzde yoksulluğun maddi olmayan boyutlarını da kapsayacak şekilde çok boyutlu bir kavram olarak ele alınmaya başlandığını göstermektedir. Buna karşılık yoksullukla mücadelede sorunun ekonomik yönü öne çıkarılmaya devam etmektedir. Tezde yoksulluğun iktisadi, siyasi, sosyal ve kültürel yönleri dikkate alınmaya çalışılacak, yoksulluğun nedenleri ve ölçüm yöntemleri incelenirken de bu çok boyutlu yapı göz önünde bulundurulacaktır. Günümüzde yoksullukla mücadelede toplumun genel refahını yükseltmeye odaklanan politika tercihlerinden ziyade, daha çok yoksulluğun etkilerini hafifletici ve yoksulları hedef alan uygulamaların ağırlıkta olduğu görülmektedir. Fakat bu uygulamalar yoksul kitleleri yoksulluktan kurtarmakta eksik kalmaktadır. Bu doğrultuda yoksullukla mücadele edilmesinde dengeli yaklaşımlara ulaşabilmek için sosyal politikalara ihtiyaç duyulmaktadır. Çalışmada yoksulluğun kavramsal boyutu ile dünyada ve Türkiye'de yoksulluk profilleri incelendikten sonra yoksullukla mücadele stratejileri incelenmiş, sonrasında ise yoksulluk yönetimi ve sosyal politika başlıkları mukayese edilmiştir. Kamu politikası yapım süreçleri ve bu kapsamda önemi giderek artan politika transferi konusu çerçevesinde yoksullukla mücadelede Türkiye için ortaya konulabilecek bazı öneriler incelendikten sonra, politika transferine konu olabilecek bazı politika önerileri açıklanmış ve uygulanabilirlikleri tartışılmıştır.
The main aim of this study is to investigate methods and strategies that are used against poverty and offer some suggestions based on developed countries' experiences to improve Turkey's fight against poverty and also discuss applicability of these recommendations. Poverty has been perceived as an economic problem for a long time, and the fight against poverty has been shaped in this direction. However, recent studies and international organizations' reports show that poverty has begun to be considered as a multidimensional concept. On the other hand, economic dimension of poverty issue is still dominant especially when it comes to fight against poverty. In this thesis, economic, political, social and cultural dimensions of poverty will be taken into account when investigating reasons of poverty, measurement methods and strategies to combat poverty. Today, it is seen that palliative methods that alleviate the effects of poverty and target the poor predominant rather than policies that focus on raising general welfare of the society in the fight against poverty. However, these practices are insufficient to save people from poverty. Social policies are needed in order to reach balanced approaches. In this direction, after examining the conceptual dimension of poverty and poverty profiles in the world and in Turkey, strategies to combat poverty were examined, and then poverty management and social policy titles were compared. After examining some suggestions that can be put forward for Turkey in the fight against poverty within the framework of public policy making processes and the issue of policy transfer, which is becoming increasingly important in this context, some strategies that can be subject to policy transfer are explained and their applicability is discussed.
