dc.description.abstractSeçim sistemleri ülke gündeminde her zaman önemli bir yere sahip olmuştur. Türkiye'depek çok sistem denenmiş ve neredeyse her seçim öncesi kanun değişikliği meclisten geçirilmiş ya da var olan seçim kanunları üzerinde değişiklikler yapılmıştır. Türkiye'debelli bir istikrarın yakalanamadığı, adaletin sağlanamadığı yıllar tecrübe edilmiştir.Her dönem farklı sistemler uygulanmasının temelinde tabii Türkiye'nin ihtiyaçlarına en iyi cevabı verecek sistemin aranması yatmaktadır. Günümüzde de kullanılan barajlı D'hondt sistemi fazlasıyla eleştirilmeye devam etmektedir. Aslında siyasi tartışmaların temel sorunu temsilde adalet ve yönetimde istikrar ilkelerini bağdaştıran bir sistemi hayata geçirme çabasıdır. Ne yazık ki uygulanan seçim sistemlerinde genel olarak bir ilke ön plandayken diğer ilke geri planda kalmıştır. Bu çalışmada Türkiye'deuygulanan seçim sistemleri, Cumhurbaşkanlığı Hükümet Sistemi ve sonrası sürecin değerlendirilmesi yapılıp, bir sistem önerisinde bulunulmuştur.en_US
dc.description.abstractElection systems have always played an important role in the country's agenda. Many systems have been tried in our country and almost every election, the election law was amended. In the past, there have been years in our country where a certain stability has not been achieved and justice has not been provided. The basis of the implementation of different systems in every period lies in the search for the best response to the needs of our country. The D'Hondt system, which is a election threshold system, continues to be widely criticized. In fact, the main problem of political debates; it is an attempt to implement a system that harmonizes principles of stability in representation, justice and governance. Unfortunately, in the election systems implemented, in general, while a principle is in the forefront, the other principle has remained in the background. In this study, electoral systems applied in our country, Presidential Government System and the process after this new system were evaluated, some recommendations were also made.en_US
