Özet
Terörizmin taktikleri gruptan gruba ve bireyden bireye değişmekle birlikte, terör örgütlerinin ve terörist
bireylerinin belli bir dereceye kadar repertuarlarıyla riskten kaçınma eğiliminde oldukları bilinmektedir.
Dolayısıyla da terörist gruplar ve bireyler büyük oranda eylemlerinde ateşli silahlar, bıçak gibi
teknolojisi düşük denenmiş ve test edilmiş geleneksel yöntemleri kullanma eğilimindedirler.
Geleneksel eylem taktiklerini benimsemiş olsalar bile gerçekleştirilen terör eylemleriyle ilgili tarihsel
akış incelendiğinde terörizm kavramının durağan olmadığı ve siyasi, kültürel, ekonomik ve teknolojik
gelişmeler ile şekillendiğini söylemek mümkündür. Bu bağlamda da terörizmin ilk olarak küreselleşme
akabinde de bilgi iletişim teknolojilerinin yanı sıra internet ve ona bağlı sosyal medya araçları ile büyük
bir değişim yaşadığı mutlak bir gerçekliktir. Grupların ve bireylerin terör eylemleri gerçekleştirmesine
giden süreci izah eden radikalleşme kavramı ise değişen ve dönüşen terörizm eylemlerinin nedenlerini
izah etmede güçlü bir anahtar olarak görülmektedir. Bireylerin ve grupların radikalleşerek terör
örgütlerine katılmalarının yanı sıra terör örgütlerinin bireyleri radikalleştirmesine yönelik hamleleri
özellikle 11 Eylül ABD saldırısı, 2004 Madrid ve 2005 Londra’da gerçekleştiren saldırılar sonrasında
daha sık tartışılmaya başlanmıştır. Terör örgütlerinin aktif olarak Ortadoğu ve Afrika kıtasında yer
alması ve söz konusu bölgelerde yoksulluğun hakim olması terörizmin genel olarak yoksulluk ile
ilişkilendirilmesine neden olmaktadır. Dolayısıyla da yoksulluk, terörizm ve radikalleşme ilişkisi,
radikalleşmenin şiddete uzanarak terörizm eylemine dönüşmesinde önemli bir rol oynamaktadır. Bu
bağlamda da bu tezde bireylerin radikalleşerek terörizme uzanan süreçlerinin izahında yoksulluk
olgusunun etkisi ele alınmıştır. Örneklem olarak seçilen PKK terör örgütüne ve IŞİD terör örgütüne
katılan bireylerin neden ve nasıl radikalleştiklerinin yanı sıra örgütlerin bireyleri neden ve nasıl
radikalleştirdikleri radikalleşme teorileri içerisinde yer alan göreli yoksunluk teorisi, sosyal kimlik
teorisi ve itici çekici güçler teorisi bağlamında ele alınmıştır.
Although the tactics of terrorism vary from group to group and from individual to individual, it is known that terrorist organizations and terrorist individuals tend to avoid risk with their repertoire to a certain extent. Therefore, terrorist groups and individuals tend to use tried and tested traditional methods, such as firearms and knives, in their actions to a large extent. Even if they have adopted traditional tactics of action, when the historical flow of terrorist acts is examined, it is possible to say that the concept of terrorism is not static and is shaped by political, cultural, economic and technological developments. In this context, it is an absolute reality that terrorism has undergone a great change with the internet and social media tools connected to it, as well as information and communication technologies, after globalization. The concept of radicalization, which explains the process leading to groups and individuals committing terrorist acts, is seen as a powerful key in explaining the causes of changing and transforming acts of terrorism. In addition to the radicalization of individuals and groups and their participation in terrorist organizations, the moves of terrorist organizations to radicalize individuals have started to be discussed more frequently, especially after the September 11 attacks in the USA, the attacks in 2004 Madrid and 2005 London. The active presence of terrorist organizations in the Middle East and Africa and the prevalence of poverty in these regions cause terrorism to be associated with poverty in general. Therefore, the relationship between poverty, terrorism and radicalization plays an important role in the transformation of radicalization into an act of terrorism by extending to violence. In this context, in this thesis, the effect of the phenomenon of poverty in the explanation of the processes of individuals from radicalization to terrorism is discussed. In addition to why and how the individuals who joined the PKK terrorist organization and the ISIS terrorist organization selected as the sample become radicalized, why and how the organizations radicalize individuals are discussed in the context of the theory of relative deprivation, social identity theory and push and pull factors, which are included in radicalization theories.
