Birinci Dünya Savaşı Asker Zayiatının Tespitinde Henüz Bilinmeyen Önemli Bir Kaynak: “Ahz-I Asker Kalem Riyasetleri Şifre-İ Mevrude Defterleri”

Özet
Osmanlı Devleti açısından Birinci Dünya Savaşı’nın önemli problemlerindenbirisi savaşta ne kadar zayiatın olduğunun tam tespitinin yapılamamışolmasıdır. Osmanlının savaştığı hemen bütün cephelerdeki kayıplarla ilgiliverilen rakamlar tartışmaya açık görünmektedir. Ancak, konuyla ilgilikaynaklar değerlendirildikçe, zayiatla ilgili daha doğru rakamlaraulaşılabilecektir. Günümüz kurumsal karşılığı ile Askeralma Bölge Başkanlıklarıdiyebileceğimiz “Ahz-ı Asker Kalem Riyasetleri”nce tutulan bugünkü karşılığıile Gelen Evrak Defteri anlamına gelen “Şifre-i Mevrude Defterleri”nde,dönemin cephe ve cephe gerisi faaliyetleri, lojistik çalışmalar ve özelliklepersonel durumu hakkında önemli kayıtlar bulunmaktadır. Bu araştırmada,tarih literatüründe ilk kez “Ahz-ı Asker Kalem Riyasetleri Şifre-i MevrudeDefterleri”nin, Birinci Dünya Savaşı lojistik faaliyetlerinin özellikle “şehid, esir,kayıp” asker zayiatının tespitinde nasıl bir kıymet içerdiği hususu örneklerleortaya koyulmuştur.
An important problem related with the Ottoman State is the fact that thecasualties during the First World War have not fully been determined yet. Thenumbers given for the casualties nearly in all fronts the Ottomans fought warsseem to be questionable. However, we think that more accurate data can beobtained as the related sources are assessed more carefully. There are substantialrecords about the activities both in and behind the fronts, logistic activities, andespecially the situation of the personnel in “Sifra-i Mavrude Defterleri,”corresponding today’s incoming documents, kept by “Ahz-ı Asker Reyasatlari”,today’s local recruitment boards. In this resource, the historic value theIncoming Documents kept by Recruiting Main Stations has in determininglogistic activities particularly the casualties regarding with martyrs, captives andmissing soldiers is illustrated.
