dc.description.abstractBu tez çalışması, ülkemizde uygulanan parlamenter sistem ile yakın gelecekte uygulanacak olan cumhurbaşkanlığı hükümet sistemini objektif bir bakış açısıyla değerlendirmeyi amaçlamaktadır. Siyasal alanla ilgili genel çerçeve çizildikten sonra demokratik hükümet sistemleri incelenmiş ve ülkemiz parlamenter sistemi ile gelişmiş ülke parlamenter sistem uygulamaları detaylı bir şekilde ele alınmıştır. Ülkemizin parlamenter sistemden kaynaklanan siyasal sorun ve istikrarsızlıkları ortaya konarak; siyasi istikrar arayışımıza cumhurbaşkanlığı hükümet sisteminin çözüm olup olmayacağı tartışılmıştır. Ayrıca demokratik hükümet sistemlerinde; cumhurbaşkanı adaylık koşulları ve aday gösterme usulleri, ülkeler bazında anayasal düzeyde incelenmiş, ülkemizde iki farklı hükümet sistemi ekseninde cumhurbaşkanı adaylık koşulları analiz edilmiştir. Cumhurbaşkanlığı hükümet sistemine fiili geçişin başlangıcı olacak seçimler öncesinde güncel siyasi ortam değerlendirilmiş, bu değerlendirmeler ışığında cumhurbaşkanlığı hükümet sistemi ile ilgili anayasanın 101. Maddesine yönelik değişiklik önerisinde bulunulmuştur.en_US
dc.description.abstractThis thesis study aims to objectively evaluate the parliamentary government system implemented in our company and the presidential government system to be implemented in the future. Democratic government systems are examined after creating the general frame in relation to political area, and parliamentary system of our country with parliamentary system practices in developed countries are discussed in detail. It is discussed whether the presidential government system would be a solution for our search for political stability by setting forth the political problems and instabilities caused by the parliamentary system of our country. In addition to this, presidential candidacy conditions and nomination procedures in democratic government systems are discussed on a constitutional basis based on countries, and presidential candidacy conditions based on two different government systems are described in our country. Current political environment before the elections which will be the start of actual transition to presidential government system is evaluated, and a change in Article 101 of the constitution is suggested in relation to presidential government system in the light of these evaluations.en_US
