dc.description.abstractTaşınmaz değerlemesi ve değerleme sonucu elde edilen vergi değerleri gelişmiş toplumların en önemli ekonomik kaynakların biridir. Ülkemizde taşınmaz değerleme ile ilgili yasal dayanakların eksik olması ve taşınmazın değerinin tespit edilmesi konusunda kesin bir matematiksel yöntemin bulunmaması sorunlara neden olmaktadır. Bu nedenle kamulaştırma, özelleştirme, kentsel dönüşüm, arsa ve arazi düzenlemesi, emlak vergisi, bankacılık ve alım-satım gibi uygulamalarda aynı taşınmaza ait farklı değerlerin elde edilmesi ekonomik ve sosyal sorunlara sebep olmaktadır. Taşınmazın gerçek değerini elde etmek için değerleme işlemleri bağımsız ve doğru veriler kullanılarak hızlı, doğru ve güvenilir bir şekilde yapılmalıdır. Bu amaçla taşınmazın değerini etkileyebilecek yasal, konumsal, fiziksel ve çevresel kriterlerin belirlenmesi gerekir. Belirlenen kriterler dikkate alınarak seçilen en doğru yöntem ile taşınmazın değeri tespit edilir. Bu tez çalışmasında anket uygulaması yapılarak uzman kişilerin görüşlerine başvurulmuştur. Anketler ışığında Analitik Hiyerarşi Prosesi (AHP) yöntemi kullanılarak taşınmazın değerini etkileyen kriterlerin önem dereceleri belirlenmiştir. Coğrafi Bilgi Sistemi (CBS) teknolojileri kullanılarak taşınmazların konumları ve sosyal donatı alanlarına olan mesafeleri tespit edilmiştir. Her bir taşınmazın sahip olduğu yapısal ve konumsal özellikleri dikkate alınarak AHP ile elde edilen ağırlıklar doğrultusunda her bir taşınmaz için AHP değeri hesaplanmıştır. Elde edilen sonuçlar ile taşınmazların satış değerleri arasındaki ilişki incelenmiştir.en_US
dc.description.abstractReal estate valuation and the tax values obtained as a result of valuation is one of the most important economic resources of developed societies. In our country, the lack of legal basis for real estate appraisal and the lack of a precise mathematical method for determining the value of the real estate cause problems. For this reason, obtaining different values of the same property in expropriation, privatization, urban transformation, plot and land arrangement, real estate tax, banking and purchase-sale practices causes economic and social problems. In order to obtain the real value of the real estate, valuation procedures should be performed quickly, accurately and reliably using independent and accurate data. For this purpose, legal, spatial, physical and environmental criteria that may affect the value of the real estate should be determined. The value of the real estate is determined by the most accurate method selected considering the determined criteria. In this thesis, a questionnaire was applied to the opinions of experts. In the light of the questionnaires, the importance levels of the criteria affecting the value of the real estate were determined by using Analytical Hierarchy Process (AHP) method. Using the Geographical Information System (GIS) technologies, the locations of the real estate and their distances to the social reinforcement areas were determined. AHP value was calculated for each real estate by considering the structural and spatial properties of each real estate. The relationship between the results obtained and the sales values of the real estate was examined.en_US
