Özet
Kamu politikaları, yaşanan toplumsal sorunlarla ilişkili olarak hükümet tarafından alınan kararlara rehber niteliğindeki ölçüt, değer ve genel ilkelerdir. Bir başka ifadeyle kamu politikaları devletlerin yapmayı veya yapmamayı tercih ettikleri şeyler olarak tanımlanabilir. Kamu politikasının önemli çalışma alanlarından biri eğitim politikalarıdır. Eğitim politikaları üzerinde devletler oldukça fazla durmakta ve bu konuda çalışmalar yapmaktadırlar. Nitekim eğitim politikaları, eğitime yüklenen anlam ve toplumların eğitime bakışı zaman içerisinde değişiklik gösterdiğinden çağın gerekliklerine göre değişerek yeniden şekillenmiştir. Artık günümüzde eğitim sorunları ve bu sorunlara aranan çözümler, eğitimin daha iyi hale gelmesi öğretimle bir bütün içerisinde ilerlemesi, eğitimin tüm yönlerinin ele alınması bir zorunluluktur. Türkiye'de dünyadaki çoğu ülkede olduğu gibi devlet okullarının yanında özel okulların varlığı söz konusudur. Devlet okullarının yetersiz kalması, ailelerin çocuklarına daha iyi bir eğitim aldırma isteği, tam gün eğitim ile sosyal aktivite olanakları gibi birçok imkanlar sunan özel okulların Türkiye'de kuruluşu Osmanlı Devleti'ne kadar uzanmakla birlikte, Cumhuriyetin kuruluşu ile birlikte başlamış ve özellikle 1980'li yıllardan sonra ivme kazanmıştır. Devlet okullarının yanında özel okulların kurulmuş olması eğitim konusunda ikili bir yapı doğurmuş gibi görünse de Türk eğitim sistemindeki bazı eksikliklerin giderilmesinde önemli bir işlevi yerine getirmiştir. Literatür incelendiğinde Türkiye'deki özel okullar ve özel okul politikaları kamu yönetimi disiplini açısından ele alınıp incelenmemiş olması çalışma konusunun belirlenmesinde etkili olmuştur. Bu bağlamda çalışmanın temel amacı kamu politikası disiplini açısından Türkiye'deki özel okulları incelemek olarak belirlenmiştir.
Public policies are criteria, values and general principles that guide government decisions in relation to social problems. In other words, public policies can be defined as what states prefer to do or not to do. One of the important fields of public policy is education policies. Governments are focusing on education policies quite a lot and working on this issue. As a matter of fact, education policies have been reshaped by changing according to the necessities of the age as the meaning and societies' attitudes towards education have changed over time. Nowadays, education problems and solutions sought for these problems, education to become better and progress in a whole with education, all aspects of education is an obligation. The existence of private schools alongside state schools, as in most countries in the world, Turkey is concerned. inadequate public schools, a better education ignore the request to families with children, establishment in Turkey of private schools offer many facilities, such as social activity opportunities with full-time education, but extends to the Ottoman Empire began with the founding of the Republic, and especially the 1980s then gained momentum. Although the establishment of private schools in addition to public schools seems to have led to a dual structure in education, it has fulfilled an important function in eliminating some deficiencies in the Turkish education system. In the literature, private schools and private schools in Turkey have been influential in determining the policy of the study subjects have not been addressed and examined in terms of public management discipline. The main objective of the study to examine in this context is defined as private schools in Turkey in terms of public policy disciplines.
