Üniversite Öğrencilerinin Cumhurbaşkanlığı Hükümet Sistemi Algısı: Konya Örneği

Özet
Türkiye’de büyük çaplı siyasi krizlere neden olan mevcut parlamenter sistemin eksik yanları ile alternatifleriçinde en uygun olduğu düşünülen başkanlık sisteminin uygulanabilirliği uzun süre gündemdekiyerini korumuştur. 1982 Anayasası döneminde üç kez sorunsuzca uygulanan Cumhurbaşkanlığıseçim prosedürünün “367 Krizi” ile akamete uğratıldığı 2007 yılından beri yeni bir sistem arayışıhızlanmıştır. Siyasette derin bir çatlak oluşturan bu krizden sonra, benimsenecek hükümet sisteminin(Amerikan, Yarı Başkanlık veya Türk) tipi daha önemli hale geldi. Değişimi kolaylaştırması açısından15 Temmuz darbe girişimi bir milat olmuş, bundan sonra Başkanlık Sistemi tartışmaları daha da hızlanarak,Ak Parti ve MHP ortaklığında Türkiye Büyük Millet Meclisi’nde (TBMM) on sekiz maddelikanayasa değişikliğinin kabul edilmesi sonucu; 16 Nisan 2017 tarihinde gerçekleştirilen referandumdaCumhurbaşkanlığı Hükümet Sistemi halk tarafından kabul edilmiştir.Türkiye’de başkanlık sistemi ve uygulanabilirliğini ele alan son dönemdeki çalışmalarda, oldukçafazla alternatif gündeme geldi. Ancak vatandaşların ve özellikle de üniversite öğrencilerinin cumhurbaşkanlığıhükümet sistemi hakkındaki “düşünceleri, sistemden beklentileri ve endişeleri”ni ölçençalışmaların yapılmadığı görülmüştür. Muhtemelen hayatlarında ilk defa oy kullanacak, kısa bir süresonra aktif profesyonel iş hayatına katılacak, yeni düzenleme ile seçilme yeterliğine de sahip olacaküniversite öğrencilerinin, toplumdan ve sistemden oldukça fazla beklentileri bulunan bir toplumsalkesimin görüşlerini öğrenme anlamında oldukça önemlidir. Bu bağlamda çalışmada; Konya’da öğrenimgören üniversite öğrencilerinin cumhurbaşkanlığı hükümet sistemi konusundaki düşüncelerive algıları analiz edilmektedir. Çalışma, nicel bir alan araştırması olup, model olarak kesitsel tarama(survey) modeline göre tasarlanmıştır.
The applicability of the presidential system, regarded as the best among the alternatives, and theweaknesses of the parliamentary system existing in Turkey have been at the top of the political andlegal agenda of Turkey for a long period of time. In accordance with the 1982 Constitutional period,the presidential election procedure was implemented without problems three times. This procedurewas aborted with the 367 Dispute. The search for a new system was intensified since 2007. Thechoice with respect to the type of the presidential system, i.e. whether to follow the American example,adopt semi-presidential one or design a Turkish style presidential system, became a majorquestion in the meantime. The failed military coup d’état attempt on July the 15th has been a turningpoint to accelerate the discussion within the country. AK Party and MHP proposed an amendmentbill to have a Turkish style presidential system in the constitution scheduled to be voted on the 16thApril 2017.There has been a vast amount of literature on presidential system and its applicability to Turkey.However, the perceptions of the public on the presidential system, their expectations, and doubtsof the public have not been examined properly for the analysis to get a clear view on the account ofthe public. This has been especially evident among young university students, who would be able toget the right to stand in the elections at the age of 18 and would vote for the first time in their lives.In this context, this study intends to measure the perceptions of the university students studying inKonya about the presidential system. The examination is a quantitative one, applying survey methodin the analysis.
