Arapça Öğretiminde Web Tabanlı Bir Ölçme Değerlendirme Sistemi Geliştirilmesi

Özet
Öğrenme sürecinin en önemli aşamalarından, biri olan ölçme ve değerlendirme, öğrenmenin istenilen şekliyle gerçekleşip gerçekleşmediğini kontrol etmenin yanı sıra, öğretim sürecinde meydana gelen olası sorunların çözülebilmesi konusunda pek çok imkân sunmaktadır. Kuşkusuz, bu durum ölçme ve değerlendirmeyi özellikle yabancı dil öğretiminde çok önemli bir işlevsel konuma yerleştirmektedir. Dolayısıyla, dil öğretimi programlarında ölçme değerlendirme sistemi, sadece öğrenci başarısını belirleme aracı olarak değil, aynı zamanda programın etkinliğini sürdürmek, başarıyı arttırmak ve geliştirmek için bir öz denetim mekanizması olarak da değerlendirilmelidir. Çalışmamız konuyu, İlahiyat fakültelerinde bir yabancı dil olarak öğretilen Arapça açısından ele almaktadır. 2010 yılından itibaren içerisinde hazırlık sınıfı da bulunan ilahiyat programın %30'unun Arapça olarak verilmeye başlanması, Arapça öğretiminde ölçme ve değerlendirme sistemini sorgulamayı ve yeni bir sistem tasarımını zorunlu kılmaktadır. Necmettin Erbakan Üniversitesi İlahiyat Fakültesi’nde, gelişen bilgi teknolojilerinden yararlanarak tasarlanması düşünülen web tabanlı bir ölçme değerlendirme sistemi için Mayıs 2009’dan itibaren bir çalışma yürütülmektedir. Bu çalışmada da, böyle bir ölçme değerlendirme sisteminin geliştirilmesinin neden gerekli olduğu ve günümüzün değişen ihtiyaçlarından hareketle web-tabanlı düzenlenecek bir ölçme değerlendirme sisteminin hangi temel kriterleri esas alması gerektiği üzerinde durulacaktır. Nihayetinde de tasarlanan web tabanlı ölçme değerlendirme sisteminin özellikleri tanıtılacaktır.
Assessment and evaluation which are among the most important stages of learning provides many opportunities for determining whether learning is achieved in accordance with the goals set in the beginning as well as for solving possible problems occurred in the teaching process. Assessment and evaluation systems enjoy a very functional place especially in the second language teaching. Thus, assessment and evaluations systems should not be considered only as a tool to determine the success of the student in the class, but also as self-control mechanisms for enhancing and improving all learning and teaching process.This paper approaches to the matter from the Arabic language which has been taught at theological faculties in Turkey as foreign language. In addition to the preparatory year which aims to teach students necessary skills in Arabic for their further education at the faculty, Theological Faculties offer 30% of their classes in Arabic since 2010. This new regulation, surely, brought new challenges in Arabic teaching as well as demands to improve the existing assessment and evaluation system and resulted in designing a new system which is capable of meeting the requirements of the contemporary challenges. Using the latest information technologies scholars of the Konya Necmettin Erbakan University, Faculty of Theology have been working on a web based assessment and evaluation system since May, 2009. In this paper, reasons and motives behind developing such a system will be discussed and main characteristics of the system they developed will be introduced.
