dc.description.abstractBaşkanlık sisteminde yasama, yürütme ve yargı erkleri birbirlerinden katı bir şekilde ayrılır. Erkler arasındaki katı ayrımın esas nedeni, kuvvetler dengesini sağlama amacından kaynaklanmaktadır. Herhangi bir başkanlık rejiminde yürütmenin tüm gücü, hem devlet başkanı hem de hükümet başkanı olan tek bir kişide toplanır. Dolayısıyla yürütme tek başlı bir görünüm arz eder. Ancak yürütmenin tek başlı bir görünüme sahip olması, her başkanlık sistemi uygulamasının hem yetkiler hem de kurumlar açısından birebir aynı olduğu şeklinde değerlendirilmemelidir. Her ülkenin kendisine has bir siyasal kültürü ve tarihi, yönetim geleneği bulunmaktadır. Bu nedenle başkanlık sistemi uygulamaları da birbirinden farklılaşabilmektedir. Farklılıklar kadar ve belki de daha fazla benzerliklerin olması da tabiidir. Bu çerçevede çalışmada, başkanlık sisteminin farklı uygulamaları olarak değerlendirilebilecek olan Gine ve Türkiye hükümet sistemlerinin karşılaştırılması amaçlanmıştır. Söz konusu karşılaştırma yasama, yürütme ve yargı erkleri çerçevesinde gerçekleştirilmiştir. Çalışmada; uzunca bir süre siyasal sistem arayışı içinde olmuş, halihazırda da siyasal sistemini olgunlaştırma çabası içinde olan Gine ve Türkiye’de mevcut hükümet sistemlerinin her ne kadar başkanlık sisteminin temel özelliklerini içerme noktasında benzeşse de farklı coğrafi şartlara ve tarihsel geçmişe, farklı toplumsal, kültürel ve ekonomik yapılara sahip olmaları nedeniyle önemli farklılıkları da barındırdığı sonucuna ulaşılmıştır.en_US
dc.description.abstractThe presidential system is a system in which legislative, executive and judicial powers are firmly separated from each other. The main reason for this firm separation between these Powers stems is due to the purpose of ensuring the balance of forces.In any presidential regime, all the power of the executive is vested in a single person, who is both the head of state and the head of government. Therefore, executive presents a single-headed appearance. But the fact that the executive has a single-headed view should not be considered that every application of the presidential system is exactly the same in terms of both powers and institutions. Each country has its own political culture and memory, governing tradition. For this reason, presidential system applications can also differ from each other. It is also of course that there are as many similarities as the differences, and perhaps more. In this context, the study aimed to compare the government systems of Guinea and Turkey, which can be considered as different applications of the presidential system. The comparison was carried out within the framework of legislative, executive and judicial powers. In this study, Although the current government systems in Guinea and Turkey, which has been in search for a political system for a long time and also which are currently trying to mature their political systems, are similar to include the basic characteristics of the presidential system, it has been concluded that they also contain significant differences due to their different geographical conditions and historical background, different social, cultural and economic structures.en_US
